Delaware Legislative Summary


Delaware was the first state outside of Nevada to allow for sports betting and full-scale sports betting launched on June 5. Delaware was


already partially exempt from the Professional and Amateur Sports Protection Act. The state previously offered legal sports betting on


professional football. It only has three casinos which are allowed to offer sports betting: Delaware Park, Dover Downs and Harrington. At present there are no online sports betting rules in place but the state is expected to enact online sports betting legislation soon. For now, according to its sport lottery regulations, the


lottery is allowed to develop and implement a sports lottery mobile application that allows the sale of sports lottery tickets to players online.


Hawaii Legislative Summary


Hawaii is currently one of only two states without any form of legalised gambling. However HB1107 a new bill put forward would


regulate and administer sports wagering in the state including online sports betting. The new bill seeks to create a Hawaii sports wagering corporation (a state-owned entity), which would capture revenues generated from


internet sports wagering through a sports wagering corporation operating for the sole benefit of the state, and accountable to the legislature and to the public. The corporation will be allowed to offer sports wagering via a sports wagering provider which will run sports betting on behalf of the corporation. The government would launch a tender for the provider which must have a proven track record in the US market.


for the first five years of operation, sports wagering operators would be able to deduct a maximum of 90 per cent of one-fifth of the initial license fee each year from the sports wagering tax. In-person or mobile wagering while physically located in Illinois or a jurisdiction that enters into a reciprocal


agreement with Illinois will be permitted under present plans.


Currently lawmakers are looking at how sports betting will be allowed in the state and weighing up a number of different options to sports betting covered via HB 3308. These include four separate models which the state may consider. These are the Classical New Jersey Model: Each operator receives two skins. Skin license cost $1 million with a


$500,000 renewal fee every 5 years while the tax rate will stand at 15 per cent for bricks and mortar and 20 per cent for online with no deductions. The second is the Mississippi


Model which would allow 10 online operators tied to brick and mortar operations. It enforces a 15 per cent tax rate on AGR for brick and mortar sports wagering licensees and online licences. The third option would be to adopt Professional Sports league Proposals for online licenses and allows existing gaming


Florida Legislative Summary


In November Florida voters voted in favour of state constitutional Amendment 3 which takes the right to issue a casino licence away


from the Florida Legislature and gives it to the electorate. It is highly unlikely that the state will move to allow sports betting or online sports wagering any time soon. Georgia


The deeply conservative state has moved


more quickly than expected when it comes to sports betting legislation. The Georgia Constitution currently bans all forms of gambling, with the exception of lottery tickets and non-profit bingo games. However House Resolution 380 proposes an amendment to the Constitution which would enable the Georgia General Assembly to establish a


framework under which gaming facilities could apply for a licence to offer sports betting.


These facilities would in all likelihood be run by the Georgia Lottery. The constitutional amendment does not cover mobile or online sports betting.


Idaho Legislative Summary


In Idaho the state constitution currently prohibits all types of gambling except for a


state-sanctioned lottery, pari-mutuel betting which is most typically used in horseracing, and bingo or raffle games operated by qualified charitable organizations. The Idaho State Lottery is one of the only legal forms of betting in the state. There are currently no bills on the table considering online sports betting.

During his campaign, newly elected Illinois Governor J. B. Pritzker said that he would consider sports betting alongside other legislative proposals to help address the


state’s $3.2bn deficit. According to the state Operating Budget Book for fiscal year 2020 published in February the governor’s office said that his office wanted to create 20


licenses for in-person or online sports betting, which would be sold for $10 million each.


Operators would be charged a $5,000 annual renewal fee and operators would pay a tax


equivalent to 20 per cent of their gross sports wagering revenue. Due to the high licence fees

Indiana Governor Eric Holcomb has signed a bill allowing sports betting. Indiana will allow retail sportsbooks at casinos and other locations along with state-wide mobile wagering, having removed it from the bill and then added it back in.


The bill passed by a 37-12 margin in the


Senate and by 59-36 in the House. HB 1015 will usher in a major expansion of gaming in the state while its provisions for sports betting will go into effect on September 1 2019.The bill puts in place a 9.5 per cent tax rate on


adjusted gross receipts for sports betting and allows sports betting “at riverboats, racinos, a Vigo County casino, and satellite facilities.”
