Finland receives 50 applicants Online gaming
Finland’s National Police Board’s Gambling Administration has confirmed it has so far received 50 applications for online gaming licences since the process opened in March. Juha Katainen, Senior Adviser at the National Police Board, said: “Te reliability and suitability of the applicants will be evaluated on the basis of documents, such as register extracts, certificates and various reports, submitted by the applicant. Te complexity of processing and evaluating applications is affected by the fact that the majority of applicants are foreign.” Te application process is continuous. However, applicants should take into account the target processing time of applications, which is currently around six months.
Panama tightens online controls Legislation
Panama has promulgated a new law to prevent, treat and control gambling addiction that tightens regulatory controls on casinos and online betting platforms, with a particular focus on digital wagering. Law No. 527 establishes a public policy framework for the prevention and control of gambling addiction and applies to bets made through digital platforms, mobile applications, websites and electronic systems linked to gambling and related economic activities. Under the new law, casinos and type A halls,
as well as online betting operators, must implement mandatory responsible-gambling tools designed to help users limit and monitor their play. Tese include mechanisms for players to set voluntary time and spending limits, automatic alerts when risky patterns of play are detected and preventive notifications based on health-related criteria, all aimed at reducing the risks associated with problem
Brazil fights clandestine betting Legislation
Brazil’s Chamber of Deputies took its most decisive step yet against the country’s vast unlicensed online betting market on June 1, when the Finance and Taxation Committee unanimously approved PL 4044/2025, the long- awaited legal framework for the suppression of clandestine betting. gambling. Te legislation also reinforces protections for minors and vulnerable groups by tightening age-verification requirements and strengthening controls on access to gambling via digital channels. Authorities in Panama have framed the law
as part of a broader effort to balance the economic contribution of the gambling sector with public-health and consumer-protection objectives, amid growing concern about the growth of online betting and its social impact. According to the National Assembly, the law
forms part of a broader public-policy package that also channels a share of casino and online-betting revenues into the mental-health system, including funding for dedicated gambling-addiction treatment services and prevention programmes. Te framework was developed in
coordination with the Gambling Board (Junta de Control de Juegos) and other regulators, which are tasked with issuing detailed implementing regulations on a variety of control methods.
Santos. Te substance is the most aggressive criminal framework Brasília has produced for the sector to date. Te bill creates four new offences: exploring or facilitating betting without authorisation, punishable by two to six years in prison; intermediating payments for unauthorised operators, two to six years, with the sentence increased where anonymisation tools or offshore transfers are used; the dissemination of irregular betting advertising, one to four years, with an aggravating factor where content is aimed at children or distributed by digital influencers; and obstructing site- blocking actions, two to five years. Penalties may also be increased further.
