was opened by the operators with a $6m in- vestment, aimed at boosting tourism in the area. Te hotel offers a convention and events centre, swimming pool, spa, and gym. Te group also operates the Casino Acaray in Ciudad del Este.
4. ALTO PARANA Casino Acaray is operated by Azar International (Casinos Paraguayos) and is the oldest in Paraguay. It’s in Ciudad del Este, on the border to Brazil and is built on the banks of the Parana River a few minutes from the city centre. Te original buildings were constructed by the government in the 1950s and were converted into the hotel commissioned by the government’s Social Security Institute to promote tourism in the area and opened in 1965 initially. Azar International took over and remodelled and reformed the building, opening in 2007. It has gym and spa, golf course, and the casino has more than 200 slots plus table games. Te building maintains its four levels, which were modified with a glass structure, creating a casino tower.
Te law also strengthens the restriction on slot
machines and prohibits their installation in prem- ises open to the public or commercial establish- ments.

Te new law expands on the number of casino concessions permitted. Previously, under the Law 1016/97, physical casinos were only permitted in certain provinces, such as the city of Asuncion and departments of Alto Parana, Itapua, Amambay, Cordillera, Misiones, and Central. More than one casino could only operate in the city of Asuncion and in departments with more than 250,000 people.
In 2023 a decree (no 938/2023) regulating
the law 6903/2022 was signed to ‘protect minors from the influence of gambling’ and basically prohibited slots from public spaces such as markets, internet cafes, fast food res- taurants or any establishment not dedicated to gambling or casinos. Games can only be operated in locations
authorised by the municipalities, and respon- sibility lies with them to comply with the regu- lations. Tere are various slot halls throughout Paraguay, mostly located in the capital and Ciudad del Este. Tey can only be operated in enclosed arcades with municipal authorisation
and registration from Conajzar. Premises op- erating games of chance must be at least 200m from schools or other educational centres. One such operator, Cosmopolitan Clubs, has
been operating in Paraguay since 1999. Tey have gambling halls in five cities across the country and 500 slots in these locations. Te operator belongs to the Casinos MAC Group Holding. Others include Vivant, which operates the
gaming hall in the Yacht and Golf Club in Asun- cion, Te 7 Saltos Resort on the border with Brazil, Slots Guarani, Slots del Sol, and City- game.
