Previously, fees were AMD175m for casinos and AMD50m for betting operators, but as from April last year, the fees doubled to AMD350m for casinos and AMD100m for betting operators. From January 2026, a multiplier of 3.0 will


apply, bringing casino fees to AMD1.05bn and rising to AMD1.4bn in 2027 (multiplier of 4.0) and as high as AMD1.75bn (multiplier of 5.0) for 2028. For bookmakers, the rate is AMD300m for


2026, rising to AMD400m in 2027 and AMD500m in 2028. Te annual licence fees for organising lotteries and online gambling is AMD600m (US$1.5m) whilst winning games and casinos, the licence fee varies by location: - Meghri - AMD35m ($91,000)

Applicants must be legal entities registered in Armenia or meet certain requirements.

Applicants must provide detailed business plans, proof of financial stability, and technical documentation for gaming systems.

Operators must maintain up-to-date records and submit regular reports to the regulator.

Licences are valid indefinitely unless revoked by the regulator or relinquished by the oper- ator.

Minimum age for gambling is 21 years. Identi- fication checks are mandatory for both land-


based and online gambling and players must provide identification documents to confirm their age. Te overhaul of the licensing system also in-


cluded a commitment to set up a new regulatory body to oversee the sector. Historically, the Ministry of Finance has served as the main department responsible for issuing licences and enforcing gambling legislation. However, the plan is for the creation of two new regulatory bodies, which are due to take over in 2028 – the Gaming Sector Monitor will be a new authority tasked with supervising and monitoring gambling activities and ensuring compliance with legal and regulatory requirements, whilst the Gaming Operator Institute will be responsible for overseeing operator conduct and implementing regulatory requirements.
