to the existing law, including moving the oversight from the Ministry of Finance to the Ministry of Economy.
Tose operating online gambling and lottery
activities must now obtain a separate authorisation for accepting bets alongside their licence. Cash transactions have been prohibited. De-
positing funds into gambling accounts, topping them up, placing bets, and payout of winnings must be exclusively in non-cash form and in Drams. Foreign currency transactions are permitted if
the player is a foreign national without Armenian registration, the transaction is made from a non- Armenian IP address, or the deposit, top up or payout is not made through a bank or payment system licensed by the Central Bank. Another amendment prohibits operators from
foreign countries from participating in online gambling activities and/or advertising their games, unless they have the relevant licence required under Armenian law. Tere are systems now in place to block access to such activities.
Finally, there are tougher restrictions in place
for gambling advertising. Previously, this was permitted in hotels with four or five stars and at border checkpoints. However, it is now prohibited in these locations and is now only permitted on the gambling website of the operator and inside, or on, those locations operating casinos, gambling venues, or betting offices. Te advertising of raffles or lotteries is allowed
at the Points of Sale. Te advertising of offshore gambling operators, including the domains other than .am is also strictly prohibited. Tis is part of a broader policy to reduce public
exposure to gambling. Advertising companies claim that 60 to 70 per cent of their revenue comes from online gambling and lottery promo- tions, although government officials argue that the figure is closer to 25 per cent. In 2025, the Competition Protection Commission
fined four bookmaker companies nearly AMD1bn for sending advertising messages to people, citing unfair competition.
