James Downey
Kris Parkin, London Underground Kris Parkin is a truly exceptional young talent and is already a recognised figurehead in the UK rail industry. For the past nine years, Parkin has worked in a variety of positions within operational resourcing in London Underground. During this time he has gained considerable respect and achieved results at the highest levels – usually only reached by business managers many years more senior than himself – indeed some of his achievements are unique and a first in the UK rail industry. Parkin is a shining example of what hard work and commitment can consistently deliver, as he inspires his team and all those he works with to become world class.
James Downey, Northern Rail In January 2010, James Downey started his new role as Northern Rail’s head of financial planning. Managing the impact of the recession, Northern was looking at cost efficiencies and increasing revenue. On the face of it, appointing a 33-year-old auditor to this vital position would appear an unusual choice – it would have been a demanding assignment even for a highly experienced finance professional. However, Downey has justified his appointment in the most emphatic manner. In just nine months, he has managed 40 projects, which have delivered substantial cost savings. At the same time he has reformed financial reporting processes to provide better quality information, and proved an inspiring leader to his team.

Andrew Monk Andrew Monk, C2C
Andrew Monk is the performance delivery manager at C2C. He is 25 years of age and has spent all of his five years on the railway at C2C. His drive, commitment and attention to detail have played a pivotal role for the operator, achieving an impressive and consistent improvement in performance, which has seen C2C become the best-performing passenger rail franchise on the UK rail network.
His proactive and dedicated approach to championing C2C performance improvements have been key to C2C delivering industry-leading PPM results and impressive Right Time performance. Monk’s professionalism and commitment have been praised by C2C’s head of operations, Kevin Frazer, and his enthusiasm for picking up best practice cited as ‘commendable’.
Slavina Nikolova, C2C Slavina Nikolova has played a pivotal role in helping C2C’s Class 357s become one of the most reliable fleets of trains in the UK. Over the course of the last eight years, since coming to the UK from Bulgaria, she has developed from a train cleaning role to that of route engineer, consistently expanding her knowledge, qualifications and capabilities to become a key member of the management team. Nikolova has played a vital role in the excellent fleet and operational performance that has seen c2c become the best-performing passenger rail franchise on the UK rail network.

Neill Garrard, British Transport Police FHQ Neill Garrard was promoted to strategy officer for the Special Constabulary, based at Force Headquarters, in February 2009. What makes his success all the more remarkable is that Gerrard’s main occupation is in the medical field – he is a senior house officer in emergency medicine. Garrard, who was a section officer for BTP
before his promotion, has been with the force since 2003, having been promoted to this new post aged 25. It is the first management position he has held, requiring around eight hours per week, leaving him to undertake operational policing duties when required. Garrard has also been involved with a number of key projects implemented by the Special Constabulary since October 2009.
