Safety & Security Excellence of the year

J MURPHY & SONS J Murphy & Sons actively strives to achieve zero harm for its employees and subcontractors and promotes a fair-blame culture where safety is intrinsic to all activities. To support its robust health and

safety management system, Murphy has implemented a Culture Change Programme in conjunction with Setter and Associates, promoting altered behaviours towards health and safety and culture change. Safety Stand Down Days, focusing on

Speak Up For Safety, are utilised by Murphy biannually to update personnel on rule book changes and lessons learnt, and to reinforce the message that Murphy is working with its core personnel to ensure zero harm. The results of the tools are exceptional: Murphy has achieved the Network Rail 365 Day Challenge hat-trick of working 1,095 days without an accident, and has a current accident frequency rate of 0.00 for rail-related projects.

SOUTHERN RAILWAY In April 2010, Southern took its fight against crime and anti-social behaviour to the next level by tripling its investment in accredited passenger safety officers and, crucially, introducing an ingenious smartphone-based system called Eyewitness.

This unique combination of people and technology makes responding to crime so fast that passengers now see crime being tackled before their eyes, minutes after it is reported. In fact, Southern has even started piloting passengers using Eyewitness as well; they simply report antisocial behaviour to eyewitness@southernrailway.com and watch the rapid response. Crime affecting passengers has reduced by about 25 per cent, and crime affecting Southern has reduced by 16 per cent.

BRITISH TRANSPORT POLICE AND TFL/LONDON UNDERGROUND

An 11 per cent rise in pickpocketing and theft on the London Underground in 2009-10 was caused by organised groups of pickpockets travelling to London from other countries with the sole intention of stealing. While pickpocketing is a historic problem on the Tube, the 11 per cent rise was alarming because it followed five years of decline in offences. British Transport Police set about developing and implementing a completely new approach to tackling this perennial problem and reversing the rise in offences.

The new tactics have received industry acclaim for their success: currently pickpocket offences are 355, or 11 per cent, below the same time last year.

AMEYCOLAS Lightshapes is a product developed by AmeyColas to enhance safety and security for staff working at night from an innovative advancement of the ‘glow stick’ gadget. This new multi-purpose and cost effective product is an excellent example of innovative development of an existing product that will benefit the entire rail industry and enhance the safe systems of work mandated by the Network Rail standards.

David Sowter, health and safety advisor for AmeyColas London North West, originally identified a need for a product that could illuminate behavioural safety coaches visiting sites at night. He collaborated with the US manufacturing firm Cyalume to make a product to meet the needs of the industry, which could eventually be used effectively across the business. It has now provided solutions to an array of issues found on a work site at night.

TRANSLINK NI Railways developed a unique training and competency system to improve rail safety and to operate against the background of continuing terrorist threats and civil unrest. It focuses on unique aspects of NI Railways’ operational training within a vertically integrated railway. In particular it looks at the use of driving and signalling to improve staff communication and broaden understanding of key operational roles. It also looks at training all rail operations staff jointly and provides a formal process for sharing lessons learnt from security/safety incidents, including feedback from the MOD and the PSNI.

LOROL

London Overground Rail Operations Limited (Lorol), working in partnership with Transport for London, British Transport Police and STM Security, has developed and implemented an innovative scheme involving the creation of a team of 20 travel safe officers (TSOs). The TSOs provide a highly visible presence across London Overground stations and trains, protecting passenger security and deterring antisocial behaviour.

This project represents a truly collaborative effort from all the partners involved and is
