holder audiences: affected public; local officials; emergency responders, ex- cavators and contractors; land developers and One-Call Centers. The rule sets minimum requirements for pipeline operators to develop,
implement and manage public education programs. This will include require- ments regarding the stakeholder audiences to be communicated with, and both the content and the frequency of the messages and information. It also addresses management of the operators’ programs and evaluation of their effectiveness. The overriding purpose of RP 1162 is to assist pipeline operators in devel-
oping an effective, yet flexible framework for managing a public awareness program and for analyzing and gauging the effectiveness of their public education efforts. DOT, through the Pipeline Hazardous Materials Safety Administration
(PHMSA) and its state pipeline regulatory partners, closely monitored and provided critical input during the pipeline industry's effort to meet RP 1162.
PURPOse aND RelIabIlITy
Each year, more than 66% of our oil, natural gas and hydrocarbon resources is moved using a vast network of pipelines. These are the most efficient way to transport our nation’s energy resources and, according to Department of Transportation statistics, are the safest and most reliable way to move energy products. Every day pipelines carry natural gas, crude oil, liquid petroleum products, and other chemicals without incident. However, despite pipelines’ safety and efficiency statistics, the increases in energy consumption and the continued population growth near pipelines present the potential for a pipeline emergency.
The top priority of the pipeline industry is to operate our nation’s pipeline
infrastructure safely and without incidents. However pipeline operators are also keenly aware that an emergency can occur despite all their positive ef- forts. Therefore, this program is designed to help emergency responders, community officials and pipeline operators to work together effectively by providing information about the pipelines in their community and steps to prevent, or if necessary, respond to a pipeline incident. It also illustrates efforts pipeline operators make to ensure the safe operations of their facilities. Finally, this document will provide references and web locations for more details and assistance on pipelines and emergency response training.
