FEDERAL AGENCIES AND REGULATIONS
• To approve the sitting and abandonment of interstate natural gas pipelines and storage facilities;
• To ensure the safe operation and reliability of proposed and operating LNG terminals;
• To oversee environmental matters related to natural gas and hydroelec- tricity projects, and
• To administer accounting and financial reporting regulations and conduct of regulated companies.
Areas considered outside of FERC's responsibility include:
• Regulation of retail natural gas sales to consumers; • Mergers and acquisitions as related to natural gas and oil companies; • Responsibility for pipeline safety or for pipeline transportation; • Regulation of local distribution pipelines of natural gas; • Development and operation of natural gas vehicles; • Reliability problems related to failures of local distribution facilities.
Many of the responsibilities not under the jurisdiction of FERC are dealt with by state Public Utility Commissions.
Utility Commissions
In many states or local jurisdictions the utility service is regulated by a Public Utilities Commission or board. Whether at the state or local level, these gov- erning bodies are responsible for overseeing specific elements of the utility industry such as rates, services, transmission lines location, and other issues impacting the general public. In some cases these commissions or boards impact safety and response issues as well, including mandated worker safety programs, public awareness, and safety education in local school systems.

The Pipeline and Hazardous Materials Safety Adminis- tration’s (PHMSA) mission is to protect people and the environment from the risks inherent in transportation of hazardous materials—by pipeline, rail, air, road and water. Its goal is to ensure the safe, reliable, and environ- mentally sound operation of the nation’s pipeline trans- portation system.

hazards of natural gas by: • Reducing the risk of harm to people and the environment;
