Another Andium initiative is the provision of much needed accommodation for our key workers; front line staff such as doctors, nurses, teachers and other essential personnel. Recently Andium completed a refurbishment of Hue Court, and the apartments are now being used for this vitally important purpose. However, there is still a requirement for more such accommodation and Government needs to dramatically speed up the provision of it if Jersey is to attract and retain these workers, who are so essential to the wellbeing of local residents.


The decision to form a States owned, arm’s length company to be responsible for social housing in Jersey has


paid dividends many times over, and delivery has been significantly more effective and efficient than it could ever be as a States department. Andium is a non-profit making company and receives no funding from the taxpayer; in fact, it now returns nearly £30m to the Treasury (ie taxpayers) every year! Any attempt to return control of social housing to the centre of Government should be very strongly resisted, as it


would inevitably be a retrograde step, and one to be avoided at all costs.


Another side to the housing problem is that the current high cost of buying a property acts as a disincentive to young Jersey people to return home. Too many of our young Jersey adults are choosing to leave the island or not return after university or working abroad; without the opportunity to invest and create a home in Jersey, there is little motivation to stay or to return. This has


unacceptable long-term implications for our society.


If young people are to be encouraged to remain or return here, and feel they


truly belong, it is crucial that Jersey creates the means for them to get onto the property ladder and give them a solid and permanent stake in the Island they call, or want to call, home. And one spin off benefit is that more qualified Jersey residents will be available to fill the jobs necessary to support the continuing needs of the economy. With more local applicants available to fill positions at every level of the
