Gonzalo Atanasof, presidente del Instituto Provincial de Lotería y Casinos, destacó el trabajo que viene realizando la Fiscalía y señaló que cada sitio bloqueado reduce el acceso a un circuito clandestino de juego, añadiendo: “Cada sitio ilegal que logramos bloquear es una puerta menos de acceso a un circuito clandestino que no protege a los jugadores, no verifica la identidad de quienes ingresan y permite el acceso de menores de edad.”
Por su parte, el Dr. Ferrari también subrayó la importancia del trabajo articulado entre organismos públicos y privados, especialmente con el Instituto de Lotería y Casinos: “La cooperación interinstitucional constituye una herramienta indispensable para enfrentar el crecimiento de las apuestas ilegales y proteger especialmente a niños, niñas y adolescentes frente a los riesgos asociados a estas plataformas.” La investigación permitió determinar que los sitios denunciados desarrollaban su actividad por fuera del marco regulatorio y carecían de los controles y certificaciones exigidos para garantizar la transparencia de los juegos y la aleatoriedad de sus resultados. Las autoridades también constataron graves deficiencias en los mecanismos de verificación de identidad de muchas plataformas. Esto generaba riesgo de acceso de menores de edad y exposición temprana al juego online. La pesquisa también reveló modalidades de funcionamiento en las que las posibilidades reales de retiro de premios o ganancias
resultaban significativamente limitadas, agravando el potencial perjuicio económico para los usuarios.
El bloqueo fue instrumentado mediante los protocolos vigentes con intervención del Ente Nacional de Comunicaciones, ENACOM. El organismo está encargado de coordinar la implementación con las empresas prestadoras del servicio de Internet.
Desde la Fiscalía también se advirtió que las organizaciones detrás de estas plataformas suelen captar a adolescentes y jóvenes para desempeñarse como “cajeros” o intermediarios de la operatoria. Se les ofrecen pequeñas comisiones y pueden ser incorporados progresivamente a estructuras delictivas vinculadas a la explotación clandestina del juego.

Gonzalo Atanasof, president of Buenos Aires’ Provincial Institute of Lottery and Casinos, highlighted the work the Prosecutor’s Office has been doing and pointed out that each blocked site reduces access to a clandestine gambling circuit, adding: “Each illegal site that we manage to block is one less door of access to a clandestine circuit that does not protect players, it does not verify the identity of those who enter and allows access to minors.” Dr. Ferrari also underlined the importance of articulated work between public and private organizations, especially with the Institute of Lottery and Casinos: “Inter-institutional cooperation is an indispensable tool to face the growth of illegal betting and especially to protect children and adolescents against the risks associated with these illegal gambling platforms.”
The investigation has made it possible to determine that the sites reported carried out their activity outside current
regulatory framework and lacked all controls and certifications required to guarantee the transparency of games of chance and randomness of their results. The authorities also found serious deficiencies in the identity verification mechanisms of many platforms, which created risks of access by minors and early exposure to online gambling.
The investigation also revealed operating modalities in which the real possibilities of withdrawing
prizes or winnings were significantly limited, aggravating the potential economic damage to users.
The illegal gambling platforms blockade was implemented through protocols in force with the intervention of the National Communications Entity, ENACOM. The agency oversees coordination and implementation with the companies that provide Internet services.
The Prosecutor’s Office also warned that the organizations behind these platforms usually recruit adolescents and young people to act as “cashiers” or intermediaries in the operation. They are offered to pay small commissions, and innocent people can progressively be incorporated into criminal structures linked to illegal gambling.
