as elecciones parlamentarias de enero en Perú han creado una diversidad casi extrema en el Congreso Nacional, donde no existe ni el sueño de una mayoría por parte de un grupo político, ni tiempo para ver una legislación de juegos por Internet, por consideraciones
de mayor urgencia. En conversaciones durante ICE con expertos en juegos de azar, el consenso fue que minúsculas agrupaciones políticas con parlamentarios electos buscan pactos para tomar la presidencia del Congreso peruano, y luego conformar comisiones legislativas. Todo esto has sido confirmado por expertos locales durante mi
visita a Lima, en febrero, donde una legislación para apuestas deportivas y juego online podría tratarse en el segundo semestre del año. Sin embargo, las opiniones de más escepticismo sugieren que el sueño peruano de la legislación online tiene para mucho más tiempo, aún. Mientras tanto, en Argentina, la Lotería de la Ciudad de Buenos
Aires avanza con dos resoluciones para el sector de juegos de azar, incluyendo aprobación para “la Convocatoria para el otorgamiento de permisos de Agencias de Juego en Línea de LOTBA S.E.”, emitidas el 20 de febrero por el Ministerio de Hacienda y Finanzas. A todos ellos, Colombia les lleva la delantera con regulación
para el sector online y de apuestas deportivas, que en 2019 hicieron una contribución muy importante para la salud de los colombianos aportando un recaudo de US$20 millones para el sector Salud.

anuary’s parliamentary elections in Peru have created an almost extreme diversity in the national Congress, where there is neither the dream of a majority by any political group nor time to look into Internet Gaming legislation, owing to far more urgent considerations. In conversations I had during ICE 2020 with gambling
experts in London, the consensus was that tiny political groups with elected Congress representatives were seeking to form pacts to take over the presidency of the Peruvian Congress and form legislative commissions thereafter. All of this has been confirmed by local experts during my
visit to Lima this February, where legislation for sports betting and online gambling had been said could be dealt with in the second half of the year. However, more sceptical opinions suggest that the Peruvian dream of online legislation will have a much longer wait than that. Meanwhile back at the ranch in Argentina, the Buenos
Aires City Lottery moves forward after issuing two resolutions for the gambling sector, including approval for “the Call for the Granting of Permissions of LOTBA Online Gambling Agencies,” issued on 20 February by the Ministry of Finance and Treasury.
All LatAm countries, however, lag behind Colombia leading
the way with online and sports betting regulation, which in 2019 made a very important contribution to Colombia’s Health sector with some $20 million revenue collection from the new gaming sector.
