Finland is a Nordic country in Northern Europe with a relatively small population but a high-income economy and one of the most digitally developed consumer markets in Europe. Until the end of 2026, gambling operates under a state monopoly model led by Veikkaus, covering both land-based and online gambling. However, the country is currently undergoing a major regulatory reform: from 2027, Finland will operate a new licensing regime for most online gambling verticals, opening the market to private operators while the state monopoly will remain for lotteries and certain land- based games.

Digital wallets are the most widely used e-commerce payment method, accounting for 26.7% of transactions, closely followed by credit cards at 24.7%. Buy Now, Pay Later services also hold a significant 12.8% share, reflecting their growing popularity among Finnish consumers.
SOCIAL MEDIA
Facebook dominates Finland’s social media landscape, accounting for approximately 60% of usage. X (formerly Twitter) and Instagram each represent around 10%, followed by Pinterest and Reddit at 6% each, YouTube at 5%, and other platforms at approximately 2%.

Until July 1, 2027, no licenses can be issued under new online gambling regulations. As per now, the only licensee in the industry is the monopoly holder Veikkaus.

Annual license cost in the amount from EUR 4,000 to €434,000. Te amount varies depending on the operator’s last year GGR – in case the operator is new and does not have any GGR for the previous year, the starting license fee amounts to €10,000, subject
