Currently, online gambling is prohibited by article 244 of Law 19,535 of 2017, although online sports betting is permitted via government monopoly. In November 2021, Uruguay’s Executive branch sent a bill to the senate that would permit both state-run and privately-run casinos to offer online casino games, including poker, roulette and slots.


Te bill passed in the senate in August 2022 with reports that it was a government priority. However, the bill has faced opposition in the lower house, in particular from Deputy Sebastián Cal, who wants a more comprehensive framework that would provide greater player protection measures, while other lawmakers are asking whether the bill should include sports betting as well.


After several legislators requested an extension of the evaluation term of the project, the Chamber of Deputies postponed the vote in January this year. According to deputy Álvaro Viviano, President of the Deputies Finance Commission, the project would be halted so that the bill could be evaluated further. For now the bill is stalled in the lower house with lawmakers unable to agree on the issue.


Meanwhile, the government seems focused upon allowing for an expansion of the land-based casino industry. According to local reports it was believed that the authorisation of online games was a

Uruguay has also announced the construction of a new US$22m hotel and casino in the city of Paysandú. Te venture, funded by Argentine investors, is scheduled to open next year.


Developments are also expected at Hotel Casino Carmelo in Colonia. In August 2021 the Undersecretary of Tourism, Renzo Monzeglio, said that the hotel and casino would be reopened after a tender and it could be up and running over the next two years.


Interest seems to be growing after local lawmakers approved a resolution that wrote-off a real estate tax debt generated by the previous corporation. While the building is owned by the Ministry of Tourism the 5-star Casino and

Te property is located between the towns of La Paloma and La Aguada, in Rocha, about 100 kilometres from Punta del Este. Te base sale value of the property stands at around US$6.2m.
