Chile’s National Professional Football Association has been given 30 days by the Ministry of Justice to end any contracts it has with sports betting operators.
Brazil - Evangelical caucus rallys against bill Brazil’s sports betting bill is gathering momentum after the president of the Chamber of Deputies, Arthur Lira, appointed deputy Adolfo Viana as rapporteur of PL 3626/2023. However, the Head of the Evangelical Parliamentary Front of the National Congress, Silas Câmara, has stated that his group is rallying against the bill.
“The reason is very simple: it’s because it’s gambling. We are against all gambling. We do not support gambling under any circumstances. Gambling for us is the same thing as drugs,” he told local press. “It is synonymous with addiction and disgrace for the Brazilian family.”
The lawmaker said that he has so far been unable to meet with the text's rapporteur but that he expects the meeting to take place soon. “He [Adolfo Viana] will have the opportunity to speak to us. If in his speech to us he convinces us that this bill has no connection with the possibility of people becoming addicted to gambling in order to make it a channel for family misfortune, that's fine. It’s kind of difficult to convince us of this. We will listen to the rapporteur, but for now the chance of any change in that is zero,” Mr. Câmara explained.
Bolivia - Match fixing scandal erupts Bolivia's top two professional football tournaments have been cancelled after a number of investigations were launched into matches which could have been fixed. The decision was confirmed after The Bolivian Football Federation (FBF) held meetings with representatives of all 17 top clubs and nine regional football associations. The participants voted in favour of declaring the current editions of the national league and the domestic Simon Bolivar Cup void.
In a press conference FBF President, Fernando Costa, confirmed the news adding that the FBF planned to stage an abridged tournament until the end of the year, in which places for international competitions such as the Copa Libertadores and Copa Sudamericana would be decided. “The idea is that the tournaments are not played while the Public Ministry carries out the pertinent investigations," Costa said, adding that foreigners could also be involved in the scheme.
In leaked audios, a conversation between the president of the Vaca Diez club and a referee who was appointed to preside over a match between Vaca Diez and Nacional Potosí can be heard apparently fixing it so that a certain number of goals are scored during the match. The FBF filed a criminal complaint with the La Paz prosecutor’s office against players, officials and referees allegedly involved in a corruption network dedicated to rigging matches, bribery and illegal betting in football.

Chile’s National Professional Football Association has been given just 30 days by the Ministry of Justice to end any contracts it has with sports betting operators. Te Ministry of Justice also announced that the same regulations could apply to its associates including clubs and any of its partners.
Te Asociación Nacional de Fútbol Profesional (ANFP) monitors all the conforming clubs and acts as the organisational body for professional competitions, governing the Primera División de Chile and Primera B with 32 associate clubs all together.
At a press conference, the Chilean Undersecretary of Justice, Jaime Gajardo argued that in accordance with current legislation and in line with arguments put forward by the Chilean Gaming Board (SJC) it is the Executive’s view that the operation of betting houses constitutes "an activity that is carried out outside the law" and that "has no legal basis" in the Constitution.
“We have determined that these contracts that it [the ANFP] has with these third parties that place online bets with a domicile abroad are not allowed in national legislation. Terefore, there is nothing else to do than revoke them,” Gajardo said.
Gajardo added that the ANFP is a non-profit organisation and that, according to the Civil Code, the Ministry of Justice is empowered to oversee it so that ‘they fulfil their corporate purpose, which is to carry out activities of public interest’. In this sense, they cannot have contracts with other companies or other organisations that carry out illegal activities in the country.
“Betting houses or games of chance have to be regulated by law and for this reason a similar activity such as the one carried out by the Hipódromo de Chile through Teletrax has an explicit legal authorisation... we give it a period of 30 days to cancel the contracts with online betting houses.” Gajardo stated.
Uruguay Tender launched for La Paloma casino
Uruguay’s Minister of Tourism, Tabaré Viera, has officially launched the tender for a casino and hotel which will be located near La Paloma.

Te tender is for the sale of land owned by the Ministry of Transport and Public Works, which consists of 27 hectares and 432 metres. Te land is valued at about $6m. Te government announced that the application stage to acquire the tender document at a cost of $10,000 dollars will end on October 23. Te opening of the envelopes with the
tenders will take place on October 24.

Te tender must incorporate architectural details, urban integration studies, building proposals, and include details as to where the casino will operate. In addition, those interested in taking part in the tender will need to provide technical, commercial and local studies into tourism that support the investment. Interested parties must provide details as to their strategy for attracting tourism and provide details as to how the casino intends to attract international players.
