News INTERNATIONAL UPDATE Potential licence in Santiago

The Mayor of Chilean capital Santiago is hoping a new casino will revive economic fortunes

Chile could soon welcome its 25th casino licence with politicians in Santiago wanting to launch a tender for a new casino to kick-start the commune’s economy following the destruction caused by the by the earthquake and tsunami of February 27, 2010.

Mayor Carlos Valenzuela revealed that the new initiative will be evaluated by the Superintendent of Casinos and that his administration is already making all the necessary arrangements for the adjudication process to begin.

Mr. Valenzuela revealed that the plan was to increase tourism in the capital. “This is a tourist town with much to offer its visitors,” he said. “It is already making every effort to overcome the disaster by increasing its trade and labour. All proposals are welcome. What we care and hope for is that the casino attracts a large number of domestic and foreign tourists.”

He added that he had already participated in several meetings with parliamentarians and politicians in Santiago, who wish to support the project, as well as interested investors have from Korea and Japan. He said he hoped the major players in the Chile industry, such as Enjoy and Monticello, would join the bidding process.

The process will last until July 31 this year, ending with the date authorised by the Resolution Council, of a new casino in any of the regions currently have a space available basis.

Chile’s gaming laws state that the potential site must be chosen by private investors although casinos aren’t allowed in the metropolitan area and have to be at least 70 km away from each other.

With a maximum of three casinos allowed in each area, Valparaiso, Bío Bío and Los Lagos, are all now off limits because they all have the maximum of three already. Chile currently has a total of 24 casinos, 17 of them authorised by the Resolution Council of the Superintendent of Casinos under the Grant Process Operating Permits between 2006 and 2008, while the remaining seven are from municipal concessions authorised by special laws between 1928 and 1990.

Southampton to launch its ‘large’ licence tender

Southampton City Council is starting the first process towards awarding the ‘large’ licence set for the city with casino bosses set to meet civic bosses to discuss what the project could achieve.

The council will then begin the process of inviting bids from gaming operators in an open tender which will aim to bring the ‘greatest benefit’ to Southampton. It is thought the process will take up to a year- and-a-half to complete. The council has already said that its preferred location would be at the waterfront at Royal Pier, a redevelopment project pitched at £450m.

The preferred development site is also expected to include a significantly expanded Mayflower Park and offer a permanent home for the renowned Southampton International Boat Show, the largest waterborne show in Europe and a key contributor to the local economy.

City council leader Cllr Richard Williams said: “It is an opportunity and something that the administration wishes to explore, but we need to ensure that this process is water- tight.”

A dozen operators are believed to be interested in the project, though Southampton already has Grosvenor and Genting run casinos. Just as with the Aspers casino in the Westfield shopping centre in Stratford, the large licence would be allowed to run 150 slots with jackpots of up to £4,000 and up to 30 gaming tables.

Aspers, the operator behind the UK’s first new style licence in Stratford, has confirmed its interest in Southampton although Finance Director Martyn Kennedy said whilst the group were ‘experts at managing staff to meet demand, ‘onerous ratios would significantly affect the viability of our business and the benefits to the council.’
