29.7.4.1 Magnitude of change 77.


The majority of this section would use open-cut trenching, with HDD operations used for the crossing under the River Deben. As the majority of this section passes through land which is cultivated, the open cut trenching would have a more limited magnitude of change than if it were passing through an unmodified landscape. The disturbance of the land would not appear at variance from the impacts of the existing agricultural practices, where fields are often seen ploughed and harvested for crop production. The machinery used in the trenching would also be similar in scale and type to that used for agricultural purposes. The storage of spoil and materials would form relatively small scale features and the use of existing field-side hedging to screen these features, would reduce their impact.


78. More notable changes would occur where hedgerows and occasional hedgetrees would be removed to allow for a 35m working width. The hedgerows in these LCTs are in relatively good condition, although some have been removed to consolidate fields and gapping occurs in many of those remaining. In the context of an otherwise flat and relatively featureless landscape, the hedgerows and trees form an important feature. In respect of the LCTs, a medium magnitude of change would occur within the very localised area around the removals; the extent of the impacts rapidly dissipating owing to the relatively small scale of these features within the wider landscape and the screening impact of other trees and hedgerows.

The HDD equipment and associated construction compound would form a larger scale feature in the Coastal Levels, where construction compounds would be established on either side of the Saltmarsh and Intertidal Flats LCT. The use of HDD would however avoid the removal of the estuarine grasses, which are of importance to the character of this LCT and the magnitude of change would be medium to low.

The HDD equipment would appear larger in scale than typical farm machinery and in conjunction with the Construction Consolidation Site, access road and the activity of the machinery, would give rise to a medium magnitude of change within localised areas around the compounds on both sides of the River Deben.


29.7.4.2 Significance of the impact 81.


The impact of the onshore cable route construction on the landscape character of the Rolling Estate Sandlands, Coastal Levels, Saltmarsh and Intertidal Flats, and Plateau Estate Farmlands, which occur in Section 2, would be not significant. The wider extents of the LCTs which lie in this section would also undergo not significant impacts.
