significant, albeit only during the short-term of the construction process and occurring along the approximate 300m length of this PRoW.


122. The magnitude of change to road-users would be medium on account of the loss of a 35m section of hedges and trees and construction processes around the minor road where the crossing would occur. While it is unlikely that views of the HDD equipment would be gained from the road, road-users would be aware of heavy plant moving in and out of this area. The impact would be not significant during the construction process.


123. Scenario 2: - Impacts of Onshore Cable Route Construction on Visual Amenity of Section 2


124. Very few visual receptors occur within this section, with the exception of occasional passengers on vessels passing along the River Deben and walkers on PRoWs. The baseline assessment identified a medium sensitivity for both walkers on the PRoWs and river-users passing along the River Deben.


125. As the proposal is to use HDD to construct the route under the River Deben, there would be little visible change experienced by passengers on vessels, other than possibly some visibility of the HDD equipment and compounds set back from the river banks. Views would be transitory and the compound and equipment would be seen in the context of an agricultural landscape where machinery is a common feature. The magnitude of change would be medium to low and the impact of the onshore cable route construction on passengers would be not significant.


126. The magnitude of walkers on the PRoWs in this area would be medium. The landscape is already relatively open and the larger scale of the fields owing to more intensive farm practices, means that the loss of sections of hedgerows would not have such a notable impact on landscape character, as would be experienced in a more intimate and enclosed landscape. The impact would be not significant.


127. Scenario 2: - Impacts of Onshore Cable Route Construction on Visual Amenity of Section 3


128. The principal visual receptors in this section include minor roads and PROWs. The baseline assessment identified a medium sensitivity for walkers and horse riders on the PROWs and bridleway, and a medium to low sensitivity for road-users on the minor roads.
