140. The impacts on the A12 and the Ipswich to Lowestoft rail line would be limited by the use of HDD construction which means open-cut trenching won’t be seen close to the road or rail line, although there may be visibility of the Construction Consolidation Site and HDD equipment set further back and often behind intervening tree cover. Road and rail users would pass this area at speeds which would limit the duration of the view, as well as their ability to focus on the detail of the onshore cable route construction. The magnitude of change for road and rail users would be medium to low and the impact would be not significant.


141. The magnitude of change on the minor roads leading into Woodbridge would be medium. A 35m working width would be cleared of vegetation where the onshore cable route crosses these routes. Road-users would be travelling at speeds, typically above 30mph, such that, while the open section would be apparent, the duration of the view would be brief and the losses would be seen as relatively short sections in a landscape where the historic field pattern has already been eroded by the intervention of road and rail and other developments. The impact on road-users would be not significant.


142. While the south side of Woodbridge is mostly enclosed by property boundaries and tree cover, it would be close to the HDD compound and equipment related to the Martlesham Creek crossing and the open-cut trenching towards the A12. The land falls away from the edge of the town, such that the construction operations would appear less prominent than if the land were level or elevated. It would be seen in an area where there is already noise and activity relating to the rail line, the main road, the nursery and other forms of development. Nonetheless, the additional HDD activity during the construction period would give rise to a medium magnitude of change and the impact on views would be significant from within the localised parts of Woodbridge around the compound and lasting the short-term of the construction process. The settlement edge further west would undergo a low magnitude of change and the impacts would be not significant.


143. There would be no open-cut trenching across the Fynn Valley Walk; it coincides with the onshore cable route where it passes under the A12 and is therefore constructed using HDD without disturbance to the ground. While areas of trench construction would be visible to the east of this, they would be seen in the context of the busy A12, elevated on an embankment, and in a landscape fragmented by development. The magnitude of change on walkers would be medium to low and not significant.
