OPAP DELAYS GREECE VLT ROLLOUT

The rollout of Greek operator OPAP’s first wave of VLTs has been delayed following new stipulations from the Hellenic Gaming Commission on how the machines must work.
The delay, which will affect companies such as Scientific, IGT, Inspired and Synot are also expected to cost the troubled Greek economy millions of euros.
OPAP has said it needs more time to make sure its VLTs are compliant with new rules introduced on June 12, which include lower jackpot levels, daily loss limits and length of play time allowed.
OPAP said: “The new regulation, decided by the Gaming Commission only a few days prior to the scheduled launch of the VLTs, and without prior consultation with OPAP, contains a number of unprecedented restrictions, which defy internation- al best practices of responsible gaming, render the project no longer economically viable and contain technical requirements that make timely implemen- tation impossible. In any case, OPAP assures its investors, its partners and its employees that it remains absolutely focused on its investment and shall continue to take all appropriate actions to arrive at a reasonable and balanced regulatory framework that secures public interest and public revenues and at the same time allows the economic
viability of the VLT business for OPAP and its opera- tors.”
The government believes VLTs could generate €38.7m in tax revenue in 2015 and €225m in 2016. The new stipulations limit daily loss limit to €80 a player and restrict the amount of time people can play to 10 hours a week and 32 hours a month. Maximum jackpots have been reduced to €20,000 from the previous €100,000. OPAP wanted to have 16,000 VLTs in operation in its own Play branded gaming halls by the end of 2015 with a further 19,000 available to sub-contracted operators.
Eilers Research believes regulators could yet reach an understanding with OPAP due to the government needing to generate extra revenues.
Eilers Principal Todd Eilers said: “The delay doesn’t have anything to do with the current debt crises other than maybe OPAP playing hardball with the regulators hoping that they will cave because they need the new tax revenue.”
Hungary The Hungarian Parliament has approved a bill under which online sports betting in Hungary can only be conducted through state-owned Szerencsejáték Zrt., while online horse betting can only be operated through state-owned Magyar Lóversenyfogadást Szervező Kft. Online casino games can only be operated by firms that have casino concessions. Online casinos can generate extra income through online betting, but are not required to pay extra taxes on that income.
Cyprus government approves casino and satellite locations
CYPRUS In an effort to attract additional tourism to Cyprus, the Parliament has approved a new bill which will see a casino resort created in the region. The approval also includes the addition of satellite establishments, four of which can be created in Cyprus.
MPs of DISY, DIKO and EDEK saw the bill passed while 22 lawmak- ers voted against the measure. Votes against included the former leader of the EDEK, House President Yiannakis Omirou. The law will see the creation of four satellite facilities as well as one resort for casino gaming, with
three satellites only allowed to offer gaming machines while the last satellite can provide table games as well.
Amendments were added to the bill to restrict the facilities from giving credit to gamblers as well as not constructing the casinos on state land. Players in Cyprus will have to earn a permit after having their tax files checked before they will be able to gain entrance to the facility. Any illegal opera- tors of casino gaming will have their profits seized by officials and could face a fine as well as jail time for actions that are deemed criminal.
In the past, the administration of Cyprus would not consider allowing casinos, despite the fact that citizens were travelling north to play casino games. Once the current officials in govern- ment took office, the CTO, a tourism organisation, was asked to study casino gaming. A 2007 study was updated to decide how gaming could benefit Cyprus.
President Nicos Anastasiades stated that the approval of the bill will help to turn the country into an investment centre. Casinos have been in demand in Cyprus and Anastasiades believes the option will ‘enrich’ the tourism product, helping to upgrade the country’s standing in tourism while also creating con- ditions for employment in the region.
