Despite how close he came to dying in the Croatia attack, Boucher answered the UN call to return to Kosovo in 1997 and again in 2001.
In 2000, after 30 years on the force, Superintendent Boucher had a feeling he was finally ready to move on from the RCMP. He heard about the job posting to become Chief of Police in Medicine Hat and applied. The job offer came to him while Boucher was oversees in Pristina, Kosovo in 2001. Upon his return to Canada, Boucher immediately put his house in Ottawa up for sale and headed west.
Mayor Norm Boucher was elected in October 2007 as mayor of Medicine Hat after serving six and a half years as Chief of Police. Mayor Boucher is now on his second term after being re-elected in 2010. Mayor Boucher and his wife Sanja have two sons.
In September 2007, Boucher retired as Chief of Police and in October 2007 was sworn in as the city’s 26th mayor. After so many years of challenging police work most people would call it a career and be happy to kick back and take it easy for awhile. Not Norm Boucher.
“I'm a workaholic,” explains Boucher with a smile, “I’m not one to just sit around and do nothing. I always got to do something.”
And the overachieving Boucher is not about to sit back and let his city kick

“I think we've been sitting on our hands a little bit too much here in this city. There was a time that Medicine Hat was at about the same population as Red Deer and Lethbridge and they really got a lot higher than this.”
He sees no reason that Medicine Hat cannot do more to sell itself and brag about its quality of life, its cheaper taxes, its affordable utilities, its great climate and its stellar local business environment.
“So why is it we’ve fallen behind?” asks Boucher. “It’s not because we've been the forgotten corner, it’s because we've never really sold ourselves properly. Economic development can be enhanced if people know we exist, one. And secondly, if they come and visit us and see they can be a part of it. Everyone in business wants to be successful; they want to make money and have a good living and enjoy what they do and what they build. They have a chance to do that here. You have to be open for business in the city... So we’re open for business, and why wouldn't we be? I think that’s the spirit that should be there.” ■
