Our definition of inner and outer boroughs is, of course, arbitrary. Of the outer east boroughs one could argue that two, Greenwich and Lewisham, could be classified as honorary inner boroughs. These two boroughs provided over 35% of the total number of starts in the east and over 60% of the starts in the South East, whose overall output remained virtually unchanged from the previous year. prestigious riverside locations. Consider that of all the 2012 starts, only in Greenwich and Lewisham were there any on prime riverside locations (Map 3). If we were to count the number of units in these


developments as inner starts, the dichotomy between inner and outer boroughs would have been even greater. It seems that, wherever possible, developers are building on prime sites for the prime market. We shall take a closer look at that market in the pricing chapter that follows.
