Figures 1 and 2 illustrate planning permissions granted and what they show us is that, for the first time since we can remember, the greatest number of permissions granted (measured as both the number of schemes and

the number of units within a given year) occurred in the inner London boroughs. In our opinion this represents a clear statement of intent by developers, and that intention is to build.

As there is a split between inner and outer boroughs so too there is one between the outer boroughs themselves, specifically between east and west. The North East experienced a drop of only 9% in the number of starts in 2012 while the South East even saw a modest 2% growth. The real drop in the number of construction starts,


however, occurred in the west, with over 40% fewer construction starts in 2012 than in 2011 in both the North West and South West (Figure 3).
