an American Indian activist who expanded educational opportuni- ties and led efforts for greater self-determination by Indians, and who later became a top offi- cialof theNationalMuseumof the American Indian in Washington, diedDec. 19 at her home inOcean Pines,Md. She had complications froma stroke suffered last year. Dr. Scheirbeck, a member of


the Lumbee tribe ofNorth Caroli- na, began working for the rights of American Indians in the early 1960s,when shewas a staffmem- ber of the Senate Judiciary Com- mittee. She helped gain recogni- tion for Native Americans in the War on Poverty of the 1960s and ledefforts toestablishIndianedu- cational programs, from Head Start to tribal colleges. Workingwithher onetime Sen-


ate boss, Sam Ervin (D-N.C.), Dr. Scheirbeck was a major force be- hind the passage of the Indian Civil Rights Act of 1968, which guaranteed that the Bill of Rights and other constitutional protec- tionswouldbe extendedtoIndian tribes. As director of the Office of


Indian Education in the 1960s and 1970s, Dr. Scheirbeck was a key proponent of several legisla- tive acts that broadened educa- tional opportunities for Indians and gave tribes greater authority over their schools. “She had a hand in everymajor


initiative in Indian education for the last 40 years,” Kevin Gover, director of the National Museum of the American Indian, said in a statement. After serving as programdirec-


tor of the White House Confer- ence onChildren,YouthandFam- ilies under President Jimmy Cart- er in1980,Dr. Scheirbeck devoted much of the next two decades to improving early childhood edu- cation for Indian children throughout the country. She spent the 1990s as national direc- tor of the American Indian office of Head Start, creating programs for Indian children from Florida toAlaska. Among the first voices to call


for the creation of a major muse- umcommemoratingIndianlife in the United States, Dr. Scheirbeck was a member of the board of trustees of the National Museum of the American Indian, which opened on theMall in 2004. She held several high-level

outdoor rally on a January night in 1958, more than 400 Lumbee men — many of them armed — surrounded the gathering of 50 Klansmen. Someone used a shot- gun to darken an overhead light, and the frightenedKlansmen fled into nearby swamps. The KKK ringleader was later


tried on charges of inciting a riot. Dr. Scheirbeck’s father, a county judge, sentenced him to more than a year in prison, effectively ending theKlan’s presence inthat part ofNorth Carolina. Dr. Scheirbeck attended ele-

She worked briefly at the University of Wis- consin before coming back to Washington in 1968 as director of Indian education at the old De- partment of Health, Education andWelfare. After service in the U.S. Navy in WWII, Bill graduated from Springfield College and joined the U.S. Department of State in 1951. He spent over 20 years with the USIA in various posts locally and around the world, including Argentina and India. After his government service,Bill worked for the AEI think tank and as aprivate consultant in international publishing.A talented raconteur and ama- teur historian, Bill loved to regale family and friends with stories from the past and enjoyed spirited political discussions.
