Iraq to resume oil exports from its Kurdish north
Move comes as part of a national strategy, new minister says

cairo — Iraq’s newly appointed oilminister said Saturday that oil exports fromthe country’s north- ern self-ruled Kurdish region would soon resume as part of the country’s national oil-export poli- cy.
The Kurds have sought greater

signed more than two dozen oil deals with Western companies — deals that are deemed illegal by Baghdad. Exports were halted a few months after they started in
June 2009 amid a disagreement overpayments. Abdul-KarimElaibi, thenewoil
minister, saidtheexports fromthe Kurdishregionwould be resumed “in the coming few days.” He did not specify a date or elaborate on how they would be part of the nation’s export strategy. Earlier thismonth, Elaibi’s pre-
decessor, Hussain al-Shahristani, said that a dispute over how pri- vate companies accounted for equipment costs and other ex- penses for reimbursement had been settled, clearing the way for the exports to resume. Shahristani,whonowholds the
post of vice president for energy issues in the new government of Prime Minister Nouri al-Maliki, said in comments Dec. 6 that the Kurds were committed to export- ing 150,000 barrels a day by next year. Iraq plans to raise exports to

psychologically for Iraq as it is economically andpractically. The oil-rich nation, which was
the birthplace of theOrganization of the PetroleumExporting Coun- tries, has struggled to raise its oil production and exports after years of sanctions and wars left much of the vital sector in poor shape. After Saddam Hussein’s ouster
in the 2003 U.S.-led invasion, at- tention turned again to revamp- ing the sector. Two international oil-licensing
rounds last year opened the door for international oil firms to reen- ter the Iraq market. Among the tasks they undertook were new seismic surveys of the fields that they were awarded — efforts that have contributed to raising the overall reserve estimate. —AssociatedPress

responsibility for last December’s botched attempt to bomb a De- troit-bound aircraft. Brennan said last week that
U.S.-Yemeni relations had been strained by U.S. officials’ desire for a quicker pace of economic and political reforms, which they hope would slow recruitment by militants in the impoverished Arab country. Relations have also been tested
by WikiLeaks’ disclosure of State Department cables alleging that Saleh had offered to mask U.S. strikes inYemenagainst al-Qaeda targets. The fight against al-Qaeda suf-
