It’s very early days and employers tell us that apprenticeships and skills landscapes are complicated to the point that they will avoid engaging with them because they perceived it as complex and very time-consuming.
Nationally, Skills England is attempting to create a coherent, unified landscape for skills across the country, which is brilliant and what we need.
We are cautiously welcoming that, but what we need locally for our employers is clarity. We need flexibility.
We know that nationally the underspend of levy is huge, which indicates that employers are not seeing it as valuable to them.
So how will the new growth and skills levy allow us to flex to make it useful for our employers, so we are actually meeting their needs?
We can talk all day long but if the regulations and the spending requirements of apprenticeships don’t allow us to do that, then we’re back to square one.

In Lancashire, we are competitive but we’re also very collaborative across the number of different networks that we work on and The Lancashire and Cumbria Institute of Technology (IOT) is no different in that.
We’ve all come together as colleges to really address the skills priorities of Lancashire and how we want to move forward with that in a collaborative approach.
The IOT allows a modular based approach to learning for people where they may already have achieved qualifications at some stage in their life.
We all know that even though they don’t have an expiry date, qualifications may not be current anymore because things have moved on.
You might just need to add on some extra modular learning that will help you to progress in your career and develop your skills to meet the needs of an industry.
We’ve all got modular courses as well as full degree courses. That modular approach is where the growth and skills levy will also help.

We’re in a new landscape now. There’s a huge shift with an ageing workforce in areas such as health, tech and in engineering. They are retiring earlier. So, this shift to what we call micro credential short courses is an absolute must.
We are seeing businesses approaching us and saying, ‘We don’t need a full year degree apprenticeship. At the moment we want a three-month course, or something broken down over a year.’
It’s short, it’s sharp, it’s hitting the needs of the skills that they want. It is
taking them to a new, diverse area of research and taking their business to another level. We’re still seeing demand for degree apprenticeships, and it’s still growing for us and we are trying to switch a lot of our undergraduate degrees into courses. It is going to be exciting to streamline that curriculum and break it out wider. It’s very much that shift of skills and short courses.

Over the past six months, much has been said about apprenticeships.
The new government has introduced Skills England, committed to a Youth Guarantee, and proposed a Growth and Skills Levy to replace the current apprenticeship levy.
However, the impact of these changes is unlikely to reach Lancashire until 2026.
In the meantime, there are plenty of opportunities within the current system.
The Lancashire Skills Pledge and its partners can help you discover the depth of talent within our colleges and schools.
Whether it’s facilitating work placements or participating in events, there are numerous ways to bring your company and expertise to the forefront.
The Skills Hub can also help you access incentives for recruiting an apprentice. More than 100 Lancashire employers have received funding to help with recruiting an apprentice.
Additionally, those accruing Apprenticeship Levy can support other employers by donating their funds.
The Lancashire Levy Transfer Network connects donors and recipients, ensuring that resources are maximised. You can receive funds even if you are a levy payer!
