Sheldon Adelson, Chairman of Las Vegas Sands, alongside a number of businessmen and local politicians has met with mayor of Rio de Janeiro Marcelo Crivella to discuss a new government programme aimed at driving economic growth.
Te Governor of the state of Rio de Janeiro, Luiz Fernando Pezão, was also present at the meeting held the major’s office in the City Palace. Lawmakers and businessmen discussed the National Registration and Company Legalisation Simplification Network (RedeSimples) a government programme aimed at reducing bureaucracy and encouraging small and medium-sized businesses so that entrepreneurs and businessmen can register and legalise their companies within five days and create jobs.
According to the Mayor, it is not the first time that Adelson has been to Rio and he said that he hopes to be able to count on him in the future when it comes to the development of the region of Porto Maravilha. Operation Porto Maravilha is a urban renewal project in Rio de Janeiro’s Downtown Port Zone, involving an area of five million sq.m. and aimed at completely changing Rio de Janeiro’s neglected port area. Corruption Scandal Could be Major Setback for Gaming Law
Brazil
Eike Batista, a Brazilian oil and mining millionaire, who was once one of the richest men in the world, has agreed to reveal alleged wrongs involving lawmakers dealing with the new law seeking to give casinos the green light. Now in negotiations to reduce his sentence with prosecutors, Batista wants to provide details regarding “the bribe he gave to Congressmen so that the law that legalises casinos is approved.”
As well as planning to transform the Hotel Glória in Rio de Janeiro into a casino in partnership with foreign investors, it is believed that Batista was planning to invest heavily in the industry and had already signed a contract with two slot suppliers.
Batista was released from prison mid-May and put under house arrest. He is now awaiting trial
largest urban revitalisation programme in Brazilian history and has the support of both the mayor’s office and the central government. Both have allocated funds to the renewal of the city’s public services and transportation system to be supplemented later by private investors interested in helping renew the port area’s commercial potential.
Crivella commenting on the businessman’s visit to Brazil said: "He is a great real estate investor, with many casino hotels in Las Vegas and the largest of all in Singapore. He came to Rio and is going to Brasilia to talk about tourism. He has an interest in investing in tourism here and can help us in Porto Maravilha by building hotels, squares and recreation areas."
Legislation which is being considered in the Senate would allow for 35 casinos, with at least one per state while some states would be permitted to have as many as three, depending on the population and the economic outlook in each state. Te resorts would only be permitted to use 10 per cent of the available space for gaming while the remaining space would be used for restaurants, shops, theatres, exhibition space, as well as others facilities.
and faces corruption and money laundering charges. Prosecutors have charged Batista with paying US$16.5m in bribes to Sergio Cabral, the former governor of the state of Rio de Janeiro. Te news will have an impact on the gaming bill as it could mean that lawmakers may withdraw their support for the bill.
Te spectre of corruption has long hung over the industry and to this day gambling in Brazil remains the most politically charged issue in the region due primarily to the proven links between gambling and organised crime. In 2004, just as the government was considering new legislation, Brazil was hit by one of the largest political scandals in its history during the so-named “Mensalao Scandal,” when it was revealed that gangsters, who had made their fortunes running numbers, had not only become involved in the bingo industry, but were also found to be bribing members of the Worker’s Party and other high-ranking government officials in return for stays of closure and influence.
Chile
Te Institute of Gaming and Casinos, (IPJyC) of the province of Mendoza has decided not to renew the licences of two casinos because they no longer fit with government policy. Te closure of the casinos in the city of Tunuyán and in the city of Tupungato took place in May. Te Indendant of Tunuyán Martín Aveiro opposed the move and informed the IPJyC that the closures would lead to job losses and would negatively affect tourism in the area. He also requested that they should be moved rather than closed down. However the measures are part of a larger policy currently being pushed forward by the Governor of the province of Mendoza Alfredo Cornejo. In January Cornejo closed the Casino de Mendoza La Consulta, located in the town of La Consulta. It was the third casino to be closed in the province after both the casino in the district of Uspallata and the casino in the district of Eugenio Bustos were also forced to close in 2016 for failing to attract tourists.
