El concejal de Podemos Julio Concepción ha denunciado toda una serie de graves infracciones con relación a las operaciones de tres casinos públi- cos: el Playa de Las Américas, el Casino Santa Cruz de Tenerife y el Casino Taoro.

Te Government of Nuevo Leon's bid to raise just over a billion pesos with new casino taxes is failing. During the first quarter of the year, the state has raised just over US2.6m pesos via the taxation on gaming only 2.13 per cent of what had been estimated for 2017.


Te information comes from the Financial Report delivered by the State Treasury on April 29 to Congress. Te treasury announced afterwards that all gaming houses in Nuevo León would now be subject to an audit.


Te new tax is part of this year’s tax reform bill. Local officials were hoping that the new tax could raise up to one billion pesos in a year, with 30 per cent going to the fund for a special security fund and the rest to the state coffers in order to reduce the deficit. Te new tax rules that for every 100 pesos that the player spends ten per cent tax is payable by the player. Te tax is charged the moment the player buys chips or tokens.


At the end of January it was revealed that the government had yet to impose the 10 per cent charge on bets in casinos.

Judge dismissed over licensing dispute


Te Supreme Court of Justice of the Nation has permanently dismissed Judge Luis Armando Jerezano Treviño. In private session the Supreme Court confirmed the dismissal of Judge Luis Armando Jerezano Treviño, accused of issuing irregular sentences that benefited casino owners.


At the beginning of 2014, the judge was denounced before the Attorney General's Office (PGR) for alleged illicit enrichment. He is also under investigation for alleged money laundering in the United States. Te Judiciary Council determined that it was fully demonstrated that as federal judge Jerezano Treviño had acted irregularly in resolving a number of lawsuits related to the granting of permits for the operation of casinos owned by Juan José Rojas Cardonas the so called "Czar of Casinos.” Te Supreme Court of


According to Deputy Marco González Valdés although the tax has been in force since January 1st the state government had yet to put it into practice which is not only illegal but also puts funds earmarked for security at risk. According to Valdés, the decision was the result of “an agreement in the dark” between the state government and the owners of gaming establishments who are handing money to the government under the table instead of paying the new tax as stated under new laws.


At the same time the Mexican Gaming Association (AIEJA) argues that the new taxes are unfair as other businesses in the entertainment sector do not pay such a high rate of tax and that the new law does not include online gaming, lotteries or illegal gambling machines which are widespread in the state.


In a statement published in January the AIEJA said while it recognised the decision of the state to correct flaws in the 2017 budget in order to help the local population it said that the new tax on gaming would hit older people especially hard. It is estimated that around 70 per cent of the income generated by casinos and betting centres in the state derive from senior citizens.


Justice confirmed the judge’s definitive dismissal, who while working as a federal judge illegally received more than $20m pesos allegedly in return for favouring the operation of casinos.


Te court unanimously ruled against a motion filed by the judge against his dismissal. According to the court as a Fourth District Judge Jerezano ruled in favour of a number of decisions revolving around the operational permits of casinos as he had close ties with the operators.


Court stays of closure and operator’s ability to reverse court decisions when it comes to revoking licences has been one of the key issues plaguing the industry. Operators have consistently been able to turn to the courts in order to counteract measures put in place by the Interior Ministry (SEGOB). Tis has led to speculation that the large number of casinos which have been able to remain open points to collusion with local judges.


Panama


Revenues generated by the gaming industry are down again according to data released by Te Ministry of Economy and Finance (MEF ). In March revenue stood at US$5,639,646 compared to US$6,156,557 in the same month last year. According to the MEF the downturn of US$516,911 was due to mainly to a decrease in activity in the country’s casinos which generated US$430,830 less than they did last March.


Revenue generated by type A slot machines in March (slots which do not have a payout ceiling) were down and stood at US$3,219,983 compared to US$3,235,169 in the same month last year. However revenues for betting and betting on international sports and greyhounds were up by 88.5 per cent with betting in bingo halls up by 34.9 per cent.
