AGEM NOVEMBER 2025 MONTHLY UPDATE

1 Te AGEM November 2025 monthly meeting addressed several key regulatory and legislative updates. Te USMCA trade agreement review was discussed, with AGEM submitting a letter to the U.S. Trade Representative highlighting gaming supplier concerns. Updates were provided on ongoing legal matters in Pennsylvania regarding skill-based gaming machines, and changes at the Nevada Gaming Control Board were noted, including upcoming workshops in December. Te meeting also covered AGEM's engagement with Brazilian regulators regarding the newly established online gaming market, and the group discussed potential future engagement with Mexican authorities.

2 Alfredo Lazcano, with Lazcano Sámano, a law firm based in Mexico City and an AGEM Member, provided an overview of a tax reform approved by the Mexican Congress that will increase the special tax on production and services (EEPS) from 30 per cent to 50 per cent for both online and land-based gaming operations, effective January 1, 2026. Te reform also aims to legalise international offshore online gaming operators by allowing them to operate in Mexico by paying the tax and registering with the tax authority without a physical presence. Alfredo noted that while the tax reform is official, the Ministry of Interior (Gaming Authority) is expected to enact amendments to the gaming legal framework in the coming weeks to align with the new tax scheme.
