or almost 25 years, Professor Mike Mawhinney has played a leading role in national and international regulation of


medicines to ensure patient and public safety and in supporting the profession in maintaining its high standards.


‘It is evident from talking to those whom Mike encounters on a daily basis,’ Dr Terry Maguire said in his citation, ‘how much he is universally respected. Mike sets high standards for the practice of pharmacy and has a determination to ensure that poor practice does not put patients or the public at risk, nor bring the profession of pharmacy into disrepute. However, many speak of the dignity that he shows to those pharmacists that he unfortunately has to take through the regulatory system in his role. His high level of integrity is complemented by a thoughtful,


empathetic, approachable, supportive and encouraging manner.


‘Mike is Northern Ireland’s foremost expert on medicines legislation and its practical application to clinical practice. He has an extensive knowledge of the legislation surrounding the use and control of medicines and his expertise in this area is recognised both nationally and internationally, with membership of numerous groups and committees focused on the regulation of medicines.


‘Within the United Kingdom, few individuals would have Mike’s professional experience in medicines enforcement. It was therefore appropriate that he was called to provide expert testimony to the shipman Inquiry, where he shared his vision for a fully integrated inspection programme for controlled drugs across the entire


healthcare environment. Indeed, his vision was commended in the final report by the Inquiry Chair, Dame Janet smith, as a model from which other jurisdictions could learn much.


‘Over the years Mike has established and leads a highly professional and motivated team of specialists and inspectors. Under his leadership, this group collaborates with and shares their expertise across a wide range of national and international organisations including law enforcement and border control agencies, medicines regulatory agencies, professional bodies and prosecuting authorities.


‘At an International level, Mike leads Northern Ireland’s participation in Operation Pangea, which is a multi-agency global operation, coordinated by INTeRPOL and spanning some 120 countries, and
