Big changes in the business environment


Simon West, director of the GTA, has had a busy month dealing with endless amounts of bureaucracy and paperwork...


T


his month the report is rather technical but a necessary round up of things that are changing in our business environment. The issue of the General Licence has been covered on Page 3 of this publication – and the new Offensive Weapons Act 2019 is covered on Page 12 of this magazine.


RFDs, Servants and Medicals There are new Home Offi ce rules coming into effect in June that will require RFDs to submit to medical checks in the same way that certifi cate holders do. This will start with new forms for RFD applications and renewals where RFDs will be asked if they have or do suffer from: • Acute Stress Reaction or an acute reaction to stress caused by a trauma


• Suicidal thoughts or self harm • Depression or anxiety • Mania, bipolar disorder or a psychotic illness


• A personality disorder • A neurological condition: for example, Multiple Sclerosis, Parkinson’s or Huntington’s diseases, or epilepsy


• Alcohol or drug abuse • Any other mental or physical condition which may affect the safe possession of fi rearms or shotguns


These conditions do not automatically disqualify RFDs from getting a licence and it is imperative that the forms are fi lled in honestly. The police check with GPs and make judgements on the management of such mental health issues. Evidence would suggest that attempts to conceal issues are not well received. The rules also tighten up on ‘servants’ of RFDs and names, dates of birth and addresses of those employees / assistants who have access to fi rearms and ammunition must now be submitted to licensing departments on applications and renewals and whenever new people are taken on. and Traceability of Firearms Last year new parts of the European


Directive on Firearms came into effect that required all the essential components of new fi rearms to be marked with detailed unique identifying marks. This also applies to fi rearms and components being imported into the EU. The detailed specifi cations are still yet to be implemented but will defi nitely come into effect before the end of January 2020. We are working with the Home Offi ce, the police, the Department for International Trade and the proof authority to help ensure the regime is manageable. Not only will there be new marking requirements but the recording of part replacement etc. needs to be developed. There will be implications for RFD register activity and for the Police licensing management system (NFLMS). We will keep you updated on those changes.

Its not all doom and gloom in the Trade. I visited the excellent Highclere Country

Show last weekend and was delighted to see so many families getting stuck into country sports, especially shooting. The clay line and air rifl e ranges were busy all day. We in the trade need to invest in these shows and spread the word. In the end its all about getting more people shooting. We represent an excellent sport for men, women and youngsters to get involved with and should do everything we can to get them enthused!
