As of September 2014 there is no difference between a casino or slot hall as the criteria they have to fulfil is the same, although some locations
operate table games and others just slots. There are actually 35
slot only halls and 27 which also operate table games.
l An Operating Permit is issued for the opening of a gaming location to operate games of chance, toto or games of skill, organising remote gambling or organ- ising a lottery. These are issued for five years (lottery and remote gambling) or 20 years (games of skill locations) and five to 20 years (games of chance and toto locations).
l Gambling is prohibited to those under 21 years or 18 years (toto) and 16 years (lottery).
l A gambling hall cannot be situated near to schools, educational institutes, youth camps or welfare insti- tutions.
•l Gambling halls must have at least 40 gaming machines or at least five gaming tables.
l A state fee is paid for the review of an application for an activity licence and this includes:
€47,934 for organisation of games of chance. €3,195 for organisation of games of skill.
€31,955 for the organisation of totalisator.
l A state fee is also paid for the review for operating permits and this includes:
€3,195 for gambling operating permits (except lotter- ies)
€639 for lottery.
l Taxes are covered by the 2009 Gambling Tax Act which includes: €1,278 per gambling table. €447 per slot machine. €31.95 per skill gaming machine.
Toto and Online Gambling – pay five percent on gross revenues.
Casinos – pay 18 percent. Winnings over €300 must be reported to the Ministry of Finance.

The Maksu-Ja Tolliamet (Tax and Customs Board/EMTA) has a total of 18 licensed operators listed of which there is one lottery company (Eesti Loto); six casino/slot hall operators and nine online operators
By May 2014 there were 2,183 slots and 61 table game places at 90 slot hall locations and casinos in Estonia according to the EHKL. This compares to 2,101 slots and 56 tables at 75 locations at the end of 2013 and most recently (September 2014) 2,164 slots and 88 table games at 62 locations.
The gambling association in Estonia – EGOA – has nine members which include the six landbased casino/slot hall operators plus three of the nine online operators - Triobet, Optiwin and PAF.
The turnover for the casino/slot hall sector last year was €53m for land based operators which was divided between €46.5 for slots and €6.5m for table gaming. Online turnover was €9.8m for the three EGOA mem- bers.
Margus Laudver of Casino Cleopatra said: “The gaming market is recovering from the low point. All the major changes that impacted the players, such as the compul- sory registration for customers and smoking restrictions, are now behind us.”
CASINO OPERATORS There are six operators which have between them 62
casinos (including seven shipboard casinos) operating 2,164 slots and 88 table games. Of these 35 are slot only halls and 27 have table games. The main casino table games at the Estonia venues include Russian Poker, Oasis Poker, Texas Hold ‘em Poker, American Roulette, Blackjack and Baccarat. The operators are:
