LATVIA - GGR GAMBLING SECTOR TYPE


THE MAIN SECTORS


LOTTERY There are three types of lottery games in Latvia – state level lotteries, local lotteries and local scale type lotter- ies.


The Gambling and Lotteries Law authorises the right to organise state level lotteries which is then organised by just one state owned joint stock company - Latvijas Loto.


One requirement is that the total value of lottery tickets may not be less than €140,000. Local lotteries are organised within one city, district, county or parish and total value of tickets must not be more than €14,300, whilst local scale type lotteries are organised during public events with the total value of tickets sold not worth more than €720 with no money prizes awarded. They also pay a 10 per cent tax from ticket sales.


Although NGOs and religious organisations are exempt from taxes and fees, all other operators with a licence must pay lottery and gambling tax and a state fee.

JSC Latvijas Loto was founded in 1972 as part of the Sojuzsportloto (the Soviet organised Sportloto). After independence a reorganisation took place and the com- pany became known as the Latvian Lottery (Latvijas Loto) in 1993 when the first purely Latvian 5/35 number lottery was launched.


Three years later in 1996 the company was converted


into a public limited company and also the same year a cooperation with Swedish company ESSnet AB was set up to launch the online lottery system.


Keno and Superbingo were later launched in 2001 and today Keno is one of the largest lotteries organised by the company. Latloto 5/35 is drawn twice a week whilst Keno drawings are held daily except on Sundays.
