BRASIL – Senado envía Ley de casinos a la Comisión de Constitución y de Justicia
En horas de la tarde del jueves 15 de diciembre, mientras la industria del juego celebraba un gran regalo anticipado de Papa Noel por la aprobación de la Ley de Casinos en Japón, en Brasil, los senadores en sesión plenaria discutían sobre la votación del proyecto de ley 186 PLS 186/2014, para legalizar casinos, bingo, jogo do bicho, en el país.
La votación pospuesta varias veces, debería llevarse a cabo entre muchos legisladores que calculan lo que más les conviene desde el punto de vista personal en vez del beneficio de la sociedad que deben servir, y en vez de afrontar la votación, que ha sido discutida hasta el cansancio, realizaron una votación fuera de agenda para enviar el proyecto de ley del Senado a la Comisión Constitucional y de Justicia.
Desde Sao Paulo, Edgar Lenzi – Director Presidente de la firma líder del sector del Gaming brasileño, BetConsult, dijo: “Los senadores votaron 44 x 19 a favor de enviar el proyecto ley a la CCJ – Constitucional y la Comisión de justicia – para un debate constitucional sobre el proyecto de ley. La CCJ es la Comisión encargada de realizar un análisis constitucional y un debate de proyectos de ley propuestos al Congreso brasileño. En realidad, no hace un análisis sobre el tema del proyecto de ley en sí mismo, sino sólo sobre la relación entre la ley y la Constitución”.
Mientras tanto, en Diputados, la cámara sostuvo una reunión pública en el pleno, en la cual se llevaron a cabo debates sobre el proyecto de ley PL 442/1991, con muchos sectores de la sociedad, con argumentos en pro y en contra de la legalización.
Lenzi, dijo en conclusión: “Aun no ha habido ninguna
votación en Diputados sobre la solicitud de urgencia para una votación (sobre el proyecto de ley de casinos) en el pleno, sin embargo, todavía podría suceder este año. En lo que se refiere a Senadores, aun no hay agenda para la sesión de la CCJ que debata el proyecto PLS 186/2014, y probablemente esto suceda después de febrero 2017”.
ARGENTINA – Casinos de Mendoza facturan USD10 millones en noviembre
Las autoridades del Instituto Provincial de Juegos y Casinos (IPJyC) de Mendoza presentaron el nuevo sitio web, que permitirá a los ciudadanos en general conocer la información relacionada con el juego en la provincia. En el reporte publicado, el casino que más recaudó durante noviembre 2016 fue el Regency (Hyatt), con $29.6 millones (pesos), unos USD1,9 millones, siguiéndole, el casino Enjoy (Sheraton), con $26.7 millones, y el Casino provincial, con $19.6 millones.

BRAZIL – Senate kicks casino bill into touch
On the afternoon of Thursday 15th December, while the global gaming industry celebrated a great early Santa Claus present in the form of Japan’s Diet approving a casino law for the country, in Brazil Senators in the plenary session continued a 20-year long debate to legalize casinos, bingo and the illegal street lottery jogo do bicho and then voted to send bill PLS 186/2014 to the Constitution and Justice Committee for yet further debate and into an uncertain future.
Postponements of debate and
voting on the casino bill by the Senate has been attributed to personal gain by many legislators, more interested in what’s in it for me than what’s good for the country. As debate and voting on the bill was to
approve or not a bill that has been debated ad nauseum, voting to send the casino bill to another Senate Commission is another ploy by the lobbies that oppose casinos in Brazil.
From São Paulo, Edgar Lenzi – Director President of BetConsult, leader in the Gaming Brazilian sector, said: “Senators voted 44 by 19 in favour of sending the proposed law to the CCJ (Constitutional and Justice Commission) for a debate on the constitutional grounds that might affect the law. This Commission has the responsibility of making a constitutional analysis of the law and debates legislative proposals to the Brazilian Congress. In fact, the commission does not make an analysis on the proposed law in itself but on the relationship between such law and the Constitution.”
Meanwhile, in the House of Representatives, the plenary held a full public meeting with discussions on white paper PL 442/1991, where many sectors of the society debated the merits of this casino bill, for and against legalization.
Lenzi, concluded: “There has not been a debate and voting in the House of Representatives on the request of an urgency motion to vote on bill PL 442/1991, this House’s casino bill, and it still could happen this year. On the matter relating to the Senate, there is still no agenda for the session of the CCJ to debate project PLS 186/2014, and this will probably happen after February 2017”.
