152. Table 26.25 shows that construction road traffic will result in a medium magnitude of effect on 80 Paper Mill Lane.


153. The predicted impact of medium magnitude is a consequence of the low baseline traffic flows along Paper Mill Lane, and so the internal noise level at this receptor has been considered against those recommended in BS8233. Acoustic theory dictates that the LAeq 16hr level can be determined by LA10 18hr -2dB. It is accepted that the use of standard thermal glazing in residential units will reduce road traffic noise by 33dB from an external façade noise level or 30dB from a free field noise level. The predicted internal noise levels during construction are presented in Table 26.26.

154. Table 26.26 demonstrates that with the introduction of Scenario 2 construction traffic flows on Paper Mill Lane, the predicted internal noise levels within the residential dwelling at 80 Paper Mill Lane will achieve a suitable internal level of noise for sleeping (daytime resting) in bedrooms, according to BS8233 definitions.


155. The implementation of East Anglia THREE constriction scenario 2 will require improvement works at the junction of Bullen Lane and the B1113. These works were discussed and approved with SCC during the determination of East Anglia ONE.


156. The SEI provided for East Anglia ONE concluded that the increased visibility would be accommodated with the existing highway boundary but would result in the junction of Bullen Lane and the B1113 being widened by approximately 1m and the new access curb moving approximately 1.46m closer to Rose Cottage.
