At the Naval Air Warfare Center, Dawn Carter is an exceptional deputy assistant program manager for Logistics (DAPML). Carter is as- signed as a DAPML for Communica- tion/Navigation/Identification (CNI) Support Equipment.


Since 2002, she has managed life cycle logistics support for CNI Sup- port Equipment, which includes


several extremely complex systems in multiple phases of the acquisition cycle and in sustainment. The CNI commodity entails three separate system requirements. The first is com- munication, which provides enhanced capability to military aircraft to communicate both short and long distances with forces on the ground as well as ships and other aircraft. Secondly, there is navigation, which allows the exact position of an aircraft to be determined, both by means of external radio signals, Doppler speed sensors and landing systems. The third requirement is identification, which includes crash recorders, collision warning receivers and identification of friend or foe transponder and interrogator equipment.

Her portfolio includes planning, coordinating and architecting solutions for Onyx clients that require system engineering support, business process management skills, and software development. Previ- ously, Jackson worked for the Titan Corporation as a system engineering project lead, and The Analysis Corporation as a senior system engineer.


Ragni Aggarwal Process Development Manager Texas Instruments


An electrical engineer whose bachelor’s, master’s and Ph.D. degrees were earned at MIT is expected to do great things. Ragni Aggarwal has done so at Texas Instruments. The process development manager leads TI’s low power analog development team, and is a considered an innovator in mainstream CMOS— the construction of integrated circuits—semiconductor development and productization. Upon joining TI in 1996, Aggarwal worked for eight years on semiconductor devices and processes, and on teams as a process engineer. In 2007, she was promoted to her current managerial post overseeing a team developing a five-volt low-leakage 130 nm extension for use in microcontroller and analog applications.
