In her civilian career, Coetzee served as deputy director, Regional Contract- ing Office-Marine Corps Installations West.

ear Adm. Kathleen Dussault as- sumed her current duties in March 2009. Dussault returns to the Office of Chief of Naval Operations from a special assignment as director of Task Force 2010 headquartered in Kabul, Afghani- stan. In this capacity, she developed an advisory and oversight team that incor- porated the acquisition mission with the principles of counter-insurgency warfare. Prior, she served as commander of the Joint Contracting Command Iraq/Afghani- stan, headquartered in Baghdad, Iraq, and with 18 regional offices throughout both theaters.


Dussault graduated from University of Virginia with a bach- elor of arts degree in American Government, received her commission in 1979, and graduated from the Navy Supply Corps School in 1980. She earned a master’s in procure- ment management from Saint Mary’s College and has also achieved accreditation in acquisition, financial and supply chain management.


She served as an assistant supply officer during Operations Desert Shield and Desert Storm, and as afloat logistics coordina- tor. Her shore tours include: procuring contract officer for the Sidewinder, deputy for Missile Systems Acquisition at Naval Air Systems Command; and financial manager in the Space and Naval Warfare Command. Dussault has commanded the De- fense Distribution Depot and the Office of Special Projects.

ear Adm. Cynthia Covell is a Navy human resources officer. She has a


master’s in adult education and human resources development from George Washington University, and a master’s in national security studies from the Naval War College.


Her assignments have been primarily in the areas of man- power, personnel, training and education. She has served as the plans and policy officer at the Bureau of Naval Personnel in Washington, followed by a tour as director of the Fleet and Family Support Center, Naval Station Long Beach, Calif. Her next tour was as the executive officer, Naval Technical Train- ing Center, Treasure Island, Calif.


Covell has also served as the commanding officer, Personnel Support Activity Pacific, in Japan, where she led 16 detach- ments in providing pay, personnel and passenger transporta- tion services throughout the Far East. She has also served as commanding officer of the Navy Manpower and Analysis Center, Millington, Tenn.


In March 2012, she was promoted to the rank of rear admiral (upper half).

ear Adm. Sandy Daniels graduated from the U.S. Naval Academy in June 1980 and was designated as a naval aviator in January 1982. Upon comple- tion of pilot training, she flew research P-3 Orions worldwide on fleet assign- ment with Oceanographic Research Squadron Eight. She was then assigned to the Naval Research Laboratory as a military liaison to the Space Science Division.


In 1991, she transitioned to the Reserve component with over 2,000 flight hours. Daniels held billets in the Navy Re- serve Space Program, including units supporting the National Reconnaissance Office, Naval Space Command, and United States Strategic Command. She was designated a Navy Space Cadre Expert in January 2006. She served as director, Navy
