Brig. Gen. Smith was a Reserve Officer Training Corps schol- arship recipient and graduated from the University of Oregon in 1986. She was commissioned as a second lieutenant in the Quartermaster Corps. During her 26-year career she has served in the Republic of Panama, Costa Rica, and Afghani- stan, in multi-functional logistics units, initial entry training/ basic combat training units, the Joint Readiness Training Center, Army Reserve Regional Readiness Commands, and on the Department of the Army Staff.


In 2010, she deployed as chief, Army Reserve Affairs, United States Forces Afghanistan. Prior, she was chief of the Gen- eral Officer Management Office and director, Senior Leader Development Office for the Army Reserve.


Brig. Gen. Smith earned a doctor of management degree in organizational leadership from the University of Phoenix. She holds a master’s in management from Webster University and another in strategic studies from the Army War College.

Prior, she served as the command- ing general, Europe Regional Medical Command, command surgeon, United States Army Europe and Seventh Army, Germany; and commander, Womack Army Medical Center.

ear Adm. Linda Fagan is principal advisor on all operational mat- ters, providing guidance to plan and execute Northern Command missions within the area of responsibility; in- cluding land, maritime, and Home- land Defense air operations as well as Defense Support of Civil Authorities.


RADM Fagan’s 27-year career has


taken her to all seven continents. After graduating from the Coast Guard Academy in 1985 with a bachelor’s degree in marine science, she served as a deck watch officer on board the Polar Star. After trips to both the Arctic and Antarctic, she began her marine prevention career at the Marine Safety Of- fice (MSO) Puget Sound. Her next assignment was with New Orleans Steamboat Company.


After graduate work in Seattle, she became the division chief of the Foreign and Offshore Compliance Office at USCG Headquarters. RADM Fagan has worked with the Internation- al Maritime Organization and International Labor Organiza- tion on flag state and port state issues including development of the International Ship and Port Security Code (ISPS), and the Consolidated Maritime Labor Convention.

Academy. In 2009, she became the first female Coast Academy graduate to reach flag rank when she was promoted to rear admiral and she made history again as the first woman superinten- dent, making her the first to command any of the five service academies.

She is a surface operations officer with a dozen years at sea including command of an ice-breaking tug on the Great Lakes and a medium endurance cutter that patrolled the North Atlantic and Caribbean waters. Between sea tours, she served as the commanding officer of the Coast Guard’s recruit training center and director of Coast Guard Enterprise Strategic Management and Doctrine where she was respon- sible for aligning enterprise management functions with the commandant’s intent.
