as the assistant deputy chief for Medical Operations, before assuming the role of chief of staff in January 2012. She pro- moted to rear admiral in July 2012.


In 1989, she reported to USS Cape Cod as chief engineer de- ploying in support of Operation Desert Shield/Desert Storm, and then reported to USS San Jose as operations officer, deploying again in support of Operation Desert Storm.

ear Adm. Elizabeth Niemyer at- tended University of Maryland where she received a bachelor of science degree in nursing in 1978. She was commissioned a lieutenant in the Navy Nurse Corps in 1981. Prior to joining the nurse corps, she worked as a medical surgical nurse and a public health nurse for the State of Virginia.


Niemyer has held numerous clinical nursing and nursing leadership positions at National Naval Medical Center Bethes- da, Md., Naval Medical Clinic Quantico, Va., and Naval Hospital Camp Pendleton, Calif. As a lieutenant commander, she was transferred to Naval Hospital, Okinawa, Japan as the risk manager. During this tour, she earned a master’s degree in human resource management from Chapman University.


Following her Okinawa assignment, she completed a master’s with an emphasis in education technology in 1994 and trans- ferred to Naval Hospital Camp Pendleton as the department head for Staff Education and Training.


Niemyer has held the following positions: commanding offic- er, executive director, regional director; and the deputy chief, Installations and Logistics, Bureau of Medicine and Surgery.


For her first shore assignment, Phillips served as a department head instructor at Surface Warfare Officers School Command.


Phillips had the honor to commission and serve as the first commanding officer of USS Mustin. Her next assignment was as executive assistant to commander 6th Fleet/commander, Joint Command Lisbon in Portugal. During this tour, Joint Command Lisbon assumed command of the NATO Response Force and executed the first ever deployment in support of Pakistani earthquake relief efforts. Phillips next served as com- mander, Destroyer Squadron 28. Most recently she served on the Chief of Naval Operations staff as deputy director of Surface Warfare and then director of Surface Warfare.

ear Adm. Margaret Rykowski is nursing director at San Francisco General Hospital and Trauma Center. She attended the University of Wisconsin-Milwaukee where she received a bachelor of science degree in nursing in 1976 and a master’s in 1981.

Rykowski entered the Navy Reserve as a direct commission officer in 1987. She has held

ear Adm. Ann Phillips gradu- ated from the University of North Carolina and received her commission through the Naval Reserve Officers Training Corps in 1983. After commission- ing, Phillips served aboard USS Lexington as 1st division officer, assistant damage control assis- tant, and repair division officer, and then reported to USS Jason as navigator.

assignments in both medical and fleet hospital units. In 1991, Rykowski was recalled to active duty service in support of Op- eration Desert Shield/Storm assigned to Naval Hospital Oakland. Upon release from active duty, she served as department head, Medical Clinic, Treasure Island, Calif., and later transferred to Naval Hospital Oakland 120 where she served as executive of- ficer.


From 1996 to 1999, she affiliated with Naval Reserve (NR) Fleet Hospital 500 Combat Zone 9. In 2003, she was recalled to active duty service in support of Operation Enduring Freedom. Upon return to reserve status, Rykowski assumed the position of director, Health Services, Readiness Command Northwest


until her mobilization in 2007 to serve with the Navy Expedi- tionary Medical Unit 08 in Germany where she held the position of chief nurse, Deployed Warrior Medical Management Center. Upon her return, she served as Reserve surgeon, Commander 3rd Fleet.
