Her NATO experience includes service as officer-in-charge of a joint cadre supporting the U.S. Military Delegation to the Military Committee in Belgium. In 2010, she completed a 14-month tour to Afghanistan as a member of the Inter- national Security Assistance Force as the chief, Military Technical Agreement Branch.
In 1992, she completed both a master’s degree in educa- tion and human development and a doctorate in education in 1996, specializing in counseling and military families, at George Washington University. She has completed the Joint Professional Military Education course.

ear Adm. Gretchen Herbert graduated from the Uni- versity of Rochester in 1984, receiving her commission through the NROTC program. She holds a master’s degree in systems technology (space sys- tems operations) from the Naval Postgraduate School (1991) and a master’s degree in military studies from the Marine Corps Command and Staff College (1998).
During her early assignments, Herbert served in undersea surveillance, and at the Naval Ocean Processing Facility.
Additional shore assignments include satellite communica- tions at U.S. Naval Forces Europe; the Fleet Surveillance Sup- port Command; Joint Command, Control, Communications, Computer, and Intelligence; and assistant chief of Naval Operations for the Next Generation Enterprise Network.
She also served as director of the Communications, Networks and Chief Information Officer Division on the staff of the Deputy Chief of Naval Operations for Information Domi- nance.
In June 2011, Herbert assumed command of Navy Cyber Forces at Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, Va.

ear Adm. Cindy Jaynes graduated from Indiana University of Pennsylva- nia with a bachelor’s degree in mathe- matics education, followed by a master’s degree in mathematics in 1982. She was commissioned via the Officer Candidate School, and s designated an aeronautical engineering (maintenance) duty officer in 1985. Jaynes also completed the Naval War College Com- mand and Staff (non-resident) program in 1995, and earned a systems engineering certification from California Institute of Technology Industrial Relations Center in 1999.
She was also designated an Acquisition Professional Com- munity member in 1996 and received a master’s in business administration from Norwich University in 2008.

Rear Adm. Valerie Huegel Deputy Commander, Navy Supply Systems Command Global Logistics Support
ear Adm. Valerie Huegel serves as the program administra- tor of the Administrative/Technical Services Program in her civilian career. She is responsible for budgeting and information technology services in the Northwest Regulatory District of the Florida Department of Environmental Protection.

She was commissioned through Officer Candidate School in 1980 and earned a bachelor’s in business administration from the University of Delaware and a master’s in counseling from Troy State University. While on active duty, she served at the Naval Station Adak, Alaska; and Naval Air Station, Jackson- ville, Fla.
Huegel transitioned to the Navy Reserve (NR) in 1986. Her reserve assignments include three command tours at NR Fleet and Industrial Supply Center; Navy Cargo Handling Battalion 13; and Navy Supply Center. Other reserve assign- ments include the Joint Contingency Acquisition Support Of- fice, Defense Logistics Agency; Navy Expeditionary Logistics Support Group; Naval Readiness Command Region South- east; Naval Expeditionary Logistics Support Force; and Naval Surface Force, U.S. Atlantic Fleet.
She mobilized in support of Operation Enduring Freedom from October 2008 to January 2011, where she served as the director of Logistics for the Combined Joint Task Force-Horn of Africa, Djibouti, Africa.
