Bingham is also the first woman to serve as quartermaster general and commandant of the Quartermaster School. As quartermaster general, she was responsible for oversee- ing the training of more than 20,000 military students. She graduated from the University of Alabama in 1981 with a bachelor’s degree in general business management and was commissioned as second lieutenant in the Quartermaster Corps. She holds a master’s degree in administration from Central Michigan University and another in national security strategy and resources from National Defense University.

Brig. Gen. Margaret W. Burcham I

n 2012, Brig. Gen. Margaret Burcham became the first woman to be pro- moted to general officer in the Army Corps of Engineers. When she took com- mand of the Great Lakes and Ohio River Division in the fall of 2011 she became the first woman selected to command a Corps of Engineers division, with seven engineer districts that include more than

4,800 personnel operating in 17 states and responsibility for the federal water resource development.

Other command assignments include the Gulf Region North Engineer District Assessments and Force Management Direc- torate. Her staff assignments include serving at the Pentagon as chief of the Joint Capabilities Division.

Burcham received her commission at the Military Academy at West Point in 1982.

Brig. Gen. Kaffia Jones

rig. Gen. Kaffia Jones enlisted in 1976 and was commissioned as a second lieutenant in the California Army National Guard in 1980, after receiving her bachelor’s degree in liberal studies. She transitioned into the Reserve. As a first lieutenant, she was commander of the B Company, 3rd Bat- talion, 362nd Infantry Regiment, the same unit where she attended basic training as a private.

She also served as the director of Command, Control, Com- munications and Computers (C4) at Camp Arifjan, Kuwait,

rig. Gen. Tammy Smith is re- sponsible for integrating policy with operational requirements to improve and sustain personnel readiness across the Army Reserve. The Army Reserve is a made up of 205,000 all-volunteer soldiers who support the Army and Joint Force missions.


rig. Gen. Laura Richardson was commis- sioned as a second lieutenant aviation officer upon graduation from Colorado’s Metropolitan State College. Her first assign- ment was in Korea with the 17th Aviation Brigade where she served as a platoon leader, executive officer and company commander.

BG Richardson also served in an assault helicopter battalion as op- erations officer, and was selected to serve as a military aide to Vice President Al Gore. She returned to the 101st Airborne Division (Air Assault) as the division deputy G3 and deployed in support of Operation Iraqi Freedom as the commander of the 5th Battalion.

Following that command, she served as director of the Army’s Transformation Office. Next, she attended the Industrial College of the Armed Forces and was the garrison commander of Fort Myer, Va., and Fort McNair, Washington, D.C. She served as the Army’s liaison officer to the senate, and on completion of her tour, BG Richardson served as the commanding general for Army Operational Test Command, Fort Hood, Texas, and as a deputy commanding general for the 1st Cavalry Division.

Jones earned a master’s and Ph.D. in psychology from Say- brook University. She retired from the civil service in 2004 after 25 years with the California Department of Corrections.
