During the last several months the Quarter Racing Owners of Ontario Inc. (QROOI) Board of Directors have been working with Officials from the Canadian Pari-Mutual Agency (CPMA) the Ontario Racing Commission (ORC) and the management at Ajax Downs to ensure that all the required policies and procedures were adhered to for the implementation of Lasix and the TC02 Program at Ajax Downs for the 2010 Quarter Horse Racing Season.

The Sales Committee of the QROOI at their meeting on Wednesday April 28, 2010
decided that the Quarter Horse Sale with Year- ling Session and Mixed Session scheduled for Saturday October 30, 2010 at Markham Fair Ground. This decision by the Sale Committee was unanimously approved by the QROOI Board of Directors at their monthly meeting on Wednes- day April 28, 2010. Horses entered for the Sale can start arriving on Friday October 29, 2010. The Committee will fine tune details on this event and submit to the Ontario Racing Commis- sion for their approval.

ORC committed to Excellence in officiating and communication
Toronto, ON – As part of its commitment to Excel- lence in officiating and communication, the Ontario Racing Commis- sion (ORC) is launching two initiatives designed to communicate in a clear, concise and accessible way.
In the first pilot, the ORC and Standardbred Canada have joined in an
online collaboration featur- ing regular contributions from ORC Judges in an exclusive website feature. In a weekly feature titled “From the Stand”, the ORC Judges will select calls that have attracted discussion and questions (or the potential to do so) from the Judges stand at Woodbine and Flamboro. The intent is to explain the
reasons for the call, includ- ing reference to the rule and background to the rea- sons for the ruling.
“We recognize that some views of the race are limited to the racing public, or the reasons for calling the violation need some explanation,” said ORC Manager of Racing Brent Stone. “The ORC wishes to be fully transparent in all

its rulings.” The intent is to expand the feature to include all Ontario racetracks.
Woodbine Entertainment and the ORC are collaborating on a sec- ond pilot program – Judges\Stewards Announcement. Previously, once an inquiry was called, and the judges/stewards had reviewed the incident, the track announcer would
be called upon to relay the decision to the broadcast and simulcast audi- ences.
Under this initiative, in addi- tion to the announcer relaying the decision, an ORC Judge/Steward will make an announcement, explaining the nature of the violation, where it happened and who was involved. The WEG TV crew will broadcast
the announcement at an appropriate break in the race program. “It’s simi- lar to what other sports ruling offi- cials have been doing for a number of years. We want the explanations to be clear and easily understood,” said Stone.

Non-residents racing in Ontario will need ORC license
The Ontario Racing Commission (ORC) today announced that, effective May 1, 2010, nonresidents will be required to apply for and obtain an ORC licence in order to race in Ontario. This move will treat non-resi- dents in the same manner as Ontario residents who apply for and pay for a license to race in Ontario. Previously, some non-resident licensees could apply for a no-cost ORC “reciprocal licence” if they held a valid license and were in good standing with the fol- lowing jurisdictions: Québec, Saskatchewan and the Maritime Provinces. The ORC had been reviewing a number of issues surrounding licensing between the ORC and other jurisdictions, and determined there was limited reciprocal value to Ontario licensees.
Before May 1, 2010, any non-resident wishing to race in Ontario should contact the local ORC licensing office to apply for an ORC license. Applicants with a valid license and in good standing with the above-named jurisdictions will be required to pay the Ontario license fee but will not be charged the $20 new application fee. Princess Bonus payout now extends for future years Current requirements state that a person who holds a Princess Bonus Certificate must use it within 5 years of it having been earned. A number of inquiries have been received to keep a good mare on the racetrack for a longer period of time. The original reasons for maintain- ing a 5 year end to the benefit was done for accounting reasons, and the auditors have advised that this require- ment is no longer necessary.

Where an individual wishes to delay breeding their mare beyond the life of the Bonus, they can apply to the Program Administrator who will make a determination on a case by case basis.
Pathways Program
To take part as a mentor and receive a subsidy for employing a Pathways Student Groom, a trainer is cur-
rently required to provide evidence of a CRA payroll Business Registration Number.

This requirement has now been reviewed and it has been determined that a trainer can provide a signed state- ment from the Student Groom that they understand their responsibilities to file the relevant taxes. Trainers are reminded that a Workman’s Compensation number is still required.
Reminder to Broodmare owners
Owners of broodmares registered in the program for 2010 are reminded that they should notify the Pro- gram if the mare is being taken out of the Province or moved to another location. Once the mare is registered, she may be subject to inspection at anytime. While March 1st was the deadline to renew your mare under the new simplified system, a mare can still be accredited with the Program if enrolled at least 270 days prior to foaling out in 2011. The day the accredita- tion form is received by the Program Registry is consid- ered “day one” of the 270 day count.
