CRACKDOWN ON ILLEGAL SLOT HALLS
A crackdown has commenced on illegal slot parlours as the government launches public awareness campaign Costa Rica - Legislation
The Costa Rican Tourism Board has launched a new campaign aimed at ending illegal gaming on the island and will enforce new powers granted to it by Law No. 77. Under current rules slot parlours are illegal as are lot machines outside of casinos are banned.
The Director of the Tourism Ministry, Ingrid I Rivera Rocafort, announced the launch of a new campaign aimed at educating operators of so- called “adult entertainment machines” as they are known locally which by law are not allowed to hand out prizes.
“As part of our ministerial responsibility, we have launched an educational campaign in order to guide the owners of these machines on the provi- sions of Law 77, which establishes the require- ments that must be followed to operate them responsibly and in full compliance with the laws of the country,” she said in a statement.
The Director of the Tourism Ministry explained that the new campaign would use local media, including the distribution of a brochure with information on the law which went into effect last July. The legislation gave the Costa Rican Tourism Board the authority to monitor and supervise the
operation of gaming machines.
Violation of the provisions of the Act carries fines ranging from U.S$ 5,000 up to U.S$10,000 per vio- lation. In addition, criminal penalties may also now be imposed on those found to be breaking the law.
The news was welcomed by President of the Puerto Rican Hotel and Tourism Association, Ismael Vega who said: “ We welcome the signing of the Number 77 Act, as we understand it is a step in the right direction to eradicate once and for all, the problem of illegal slots around the island.”
According to Puerto Rico gaming law slot machines are only permitted in casinos attached to hotels and revenue generated by casinos is a vital source of funding for the Ministry of Tourism and the state run University. However, revenue has been down due to the proliferation of slot par- lours. Puerto Rico has about 7,000 slot machines in casinos hotels with the Treasury Department claiming another 75,000 could be in operation illegally.
Mexico At the beginning of October the Mexican Interior Ministry suspended the licences of four casinos in Mexico City in a major operation involving members of the Interior Ministry and local police. The establishments have been identified as: the Caliente Casino, Casino Emotion, Casino Life and the Palace Casino all located in different neighbourhoods throughout Mexico City. Owners were given less than a week to submit the necessary documentation to prove that they have not violated local gaming laws and that they have a valid permit to operate. More site inspections will be carried out throughout the city in the coming weeks.
EGASA is given the go ahead for a major project in Arica
CHILE Spanish gaming group EGASA has finally been given the green light to operate a major new casino in the city of Arica. The Chilean Gaming Control Board (SJC) has officially sanctioned the project after initial plans were approved by the Regional Council in April. A coastal area near the borders of Peru and Bolivia, the city of Arica has a population of just under 200,000 people and is located in the Arica Province of northern Chile’s Arica and Parinacota Region. The project could be fully completed in the Q3-4 of 2016.
New details surrounding the development have emerged with
local press reports stating that the company could spend as much as €50m in a four building complex which will have 20 floors, with 320 apartments for sale and rent, a 13-storey office building along with a five-star hotel with 129 rooms, a shopping centre, restaurants, nightclub and a casino.
In total, the complex will stand at around 19,500sq.m., which will be added to residential buildings which are already under con- struction. The casino will be part of the firms Luckia Casino brand. The Casino Luckia will include 350 slot machines, 12 gaming tables as well as 60 bingo seats
and will be part of a 5 star hotel.
Arica is permitted to house a casino because of an amendment in Chile’s gaming law which was passed in 2000. Chilean gaming law states that there may be 24 casinos in Chile including the so called seven municipal casinos run by the local municipalities where they are located.
The company states that the SJC’s granting of the licence came as “a definite boost” to the project the first phase of which started in December of 2011 and that the “privileged geographical loca- tion” made it an ideal business and tourism hub for the region The new complex will, it is believed, allow the group to increase it turnover which stood at around €179m in 2013 and will create around 1,200 jobs.
