ENJOYING RECORD GAMING PROFITS


Latin American operator Enjoy has announced its results


for 2013 and revealed record profits for the Group Chile - Operations


Enjoy has reported to the Superintendence of Securities and Insurance its financial results for the financial year 2013, which showed an unprecedented profit of US$25m. After the results were announced Chief Financial Officer, Ignacio de la Cuadra said: “In 2013 we achieved a signifi- cant consolidation with the purchase of Conrad, where Enjoy saw a good business and investment opportunity which has resulted in us achieving a profit of $13.769 million (around US$25m). In addition, the company made changes to its struc- ture that has meant a significant cost reduction as well as savings.”


In May 2013 the Uruguayan government approved a deal where the operator of the Conrad Hotel and Casino in Uruguay switched from Baluma SA to Enjoy SA, meaning that Enjoy took control over the Conrad. The deal was first announced in November 2012.


According to the terms of the Conrad deal, Enjoy acquired 45 per cent of Baluma S.A, the Caesars subsidiary which owned and operated the Conrad


Punta Del Este Resort and Casino in Punta Del Este, Uruguay for US$139.5m in cash and stock and Caesars became a shareholder in Enjoy. Under the agreement Caesars and Enjoy both cooperate on marketing and player development. In three to five years time, Enjoy will be given the option to acquire the remaining stake in Baluma.


Enjoy S.A. is the leading casino resort operator in Chile. As well as the Conrad the company operates a chain of eight casinos with 5,718 slot machines and 265 gaming tables and operates one casino in Argentina. According to the report submitted to the Superintendence of Securities and Insurance, the Conrad deal has meant that the company’s assets have increased by 64 per cent while the company 's revenues have increased by 9.9 per cent.


Guatemala The Economic Committee of the Guatemalan Congress has issued a favourable opinion on an initiative that seeks to regulate gaming in casinos, video lotteries, and bingo halls. The bill seeks to create two regulatory bodies that would be responsible for the monitoring and control of the industry. The National Commission of Gaming (Comisión Nacional de Juegos de Azar) would be made up of members from the Ministry of Economy, the Tax Office, The Superintendent of Banks, the Guatemalan Institute of Tourism as well as a second gaming body, which will be called the Superintendent of Gaming. This body will run a decentralised oversight of gaming, investigating licensing and will ensure the implementation of administrative and judicial actions or steps necessary for the collection of all tax revenue, license fees and the collection of fines for non-compliance.


Controversial tender process as court upholds injunction


ARGENTINA A local court has upheld an injunction filed by Gala Casinos and the Lottery of Chaco Province to prevent the privatisation of casinos and slot parlours. The injunction has shed doubt on the legitimacy of the bidding process which, according to the complaint filed in the court, occurred during a public holiday and occurred with “unusual swiftness.”


The decision comes on the back of another court decision which ruled in favour of local gaming company Champions Games SRL, which had already opposed the bidding process and filed its objections in the courts. Those


opposed to the new bidding process claim that there has been a definite lack of transparency when it comes to the bidding, and the process is too wide in scope.


According to the new tender, the winner would be the sole opera- tor when it comes to installing private casinos and slot machines in the province for 20 years with a right to extend the right for another 20. Furthermore, the ten- der requires a capital base of only one million pesos and stipulates a minimum fee for the Chaco Lottery of four million pesos – a figure which Deputy of Chaco Province Hugo Maldonado described as “surprising.” Mr.


Maldonado has said that the licence would give the winner of the tender the right to “open as many casinos as they wanted wherever they wanted for 40 years.” Mr. Maldonado also stated that local laws only allow for gaming and casinos if they are part of a larger project designed to promote tourist infrastructure in the region.


However, President of the Chaco Lottery, Nestor Rolhaiser, defend- ed the tender saying that it was necessary in order to attract “pri- vate investment to boost tourism and the entertainment sector.” Governor of the province, Bacileff Ivanoff, also defended the tender arguing that while four million pesos was the minimum fee for operating gaming in the province, it would undoubtedly be much more once the bidding process had begun.
