OSAKA IS USHERING IN PROPOSALS


The Japanese city of Osaka has picked its favoured site for the development of a casino resort aimed to rival Tokyo’s bid Japan - New licences


The Japanese city of Osaka is looking to steal a lead on its likely rival, Tokyo, for a city casino by naming an official site for any future development and inviting operators from across the globe to design their blueprints.


The favoured site for the development is on reclaimed land in Osaka Bay in an area called Yumeshima.


FIJI – ONE HUNDRED SANDS’ UNDER CONSTRUCTION The construction of Fiji’s first casino is now in ‘full swing’ according to One Hundred Sands Chairman Larry Claunch. One Hundred Sands has been granted an exclusive 15-year gaming license to be the only casino operators in Fiji and is developing a five Star Casino Resort on Denarau Island with 500 slots as well as another casino in Suva.


The resort will feature over 200 rooms, villas and suites, a world class spa, multiple pools, 1,500 seat performing arts and convention center, high energy night club, three restau- rants.


The operator also confirmed that fines for delaying the proj- ect of $800,000 have now also been paid whilst geotech tests performed by Riley Consultants have also proved no obstacle.


“We are up and running now, no more delays,” said Mr. Claunch. “We wanted to let everyone know that we have the results from tests conducted giving us assurance that it is finally safe now to begin. A casino is 50 times heavier than a normal building, which meant a lot of testing had to be done underground first. All this we intend to complete within the next 18 to 24 months depending on the availability of pre- load for landfill and the base structure of the whole facility.”


AUSTRALIA - BATTLING IT OUT IN BRISBANE Queensland Deputy Premier Jeff Seeney has revealed that 12 casino developers have paid $100,000 to lodge their formal interest in developing new casinos in the state with names including Echo Entertainment, Crown and Sky City Entertainment. These three companies will go head-to-head, along with another three developers, including Chow Tai Fook Enterprises, Lend Lease and China's Greenland, for the right to build at the Queens Wharf development in Brisbane.


A further six consortiums want to develop a casino licence in regional Queensland. The six consortiums keen to bid for a casino licence in regional Queensland include the Aquis $4.2bn development at Yorkeys Knob, north of Cairns, being presented by Hong Kong businessman Tony Fung, the China-Australia Entrepreneurs Consortium who wants to build a casino at Airlie Beach, Fullshare International who has suggested a casino, south of Proserpine, and GKI Resort who wants to develop at Great Keppel Island.


Two other consortiums have built bids around the Gold Coast; Eastern Success Group at Nerang, and ASF consor- tium at Broadwater. The applicants will be whittled down into a short-list by the middle of the year before being asked to provide more detailed proposals towards the end of the year. The final stage of the tender is expected to be completed early in 2015.

Osaka Governor Ichiro Matsui, who held discus- sions with Lawrence Ho of Melco Crown Entertainment last week, said the site was the frontrunner and would probably be revealed offi- cially following discussions by Osaka officials at the end of April.


Governor Matsui said it was time that the city made moves to ‘narrow down the candidate sites.’ He said it was high time to start accepting con- crete proposals, explaining he would like to see a


‘unique casino complex’ in Osaka highlighting local elements such as the region’s ‘renowned cui- sine.’


The undeveloped Yumeshima area has plenty of


spare land for hotels and convention centres that could be developed alongside entertainment and gaming facilities, but Osaka has yet to expand its rail services to the area. Casino developers are likely to fund such infrastructure costs.


Governor Matsui predicts that operators will spend over ¥500bn (US$4.91b) on developing an integrated resort in the city. Osaka’s move comes in complete contrast to Tokyo’s casino aspirations. Whilst Governor Matsui is a member of the Japan Restoration Party, which has been an advocate of introducing casinos, Tokyo Governor Yoichi Masuzoe has yet to confirm whether he even agrees with casino gaming being rolled out in Tokyo.


Tokyo is also yet to name a site for any future development. Many politicians expect the initial bill to be passed as soon as June with a second bill passed in 2015.


Seven Luck upgrades security with Dallmeier in South Korea


SOUTH KOREA The Seven Luck Casino in Seoul has upgraded its video system to state-of-the-art HD network technology and has chosen a solution by Dallmeier for the pur- pose.


The Seven Luck Casino is located in the centre of the Gangnam dis- trict of the Seoul metropolitan dis- trict, in South Korea. Over 70 gaming tables and more than 100 slot machines accommodated in more than 6,000sq.m. offer a wide variety of gambling entertainment in an oriental ambience, 24 hours a day, 365 days a year.


When the casino’s operating com- pany, Grand Korea Leisure (GKL), decided to replace its existing analogue video system with ultra- modern, HD IP equipment, the first thing the security managers did was institute an exhaustive selection procedure. The products of many highly respected manu- facturers were tested thoroughly.


They were evaluated not only with regard to reliability and pic- ture quality, but the programme also included for example temper- ature and moisture testing of the cameras. Finally, the managers chose a solution from Dallmeier that was developed jointly by the company’s office in Korea and its headquarters in Regensburg, Bavaria. “The Dallmeier solution is considered to be one of the most reliable casino security systems on the market, and the technology also lived up to its reputation in our tests,” said the IT manager at GKL.


Currently, more than 510 HD cam- eras keep a watchful eye over proceedings in the Seven Luck Casino foyer, at the gaming tables and the slot machine areas, the VIP room, the cash centre, and even the casino car park. Box cameras, dome cameras or PTZ cameras from Dallmeier are installed according to require- ments.


Japan Japanese pachinko operator Dynam is close to naming a partnership with an Asian casino group having held discussions with several operators. Dynam has held talks with Macau-based operators Melco Crown, SJM Holdings and Galaxy Entertainment Group, as well as South Korea’s Paradise Group and Cambodia’s NagaCorp. Yoji Sato, Dynam’s Chairman revealed the company wants to have a collaboration in place with an Asian operator before the initial bill is passed to pave the way to legalising casinos. Mr. Sato said the plan was not necessarily to secure majority ownership of a casino project in Japan but to play a leading role in its operation. Dynam is looking at the regional markets with potential sites in Hokkaido and Kyushu where high-rollers would account for 20 per cent of business.
