1220 Duties of the Event Referee – IJS 7. Interprets rulebook and enforces provisions therein as it pertains to the event. The event referee may access an electronic version of the rulebook on the officials stand, when necessary, to fulfill this duty.

REFERRED to the Rules Committee, Board of Directors and Headquarters to be brought back to the 2013 Governing Council – Submitted by George Rossano, Glacier Falls FSC Add new rule GR 2.05 (page 33, Rulebook) and amend rules MR 4.01 (page 82, Rulebook), MR 5.03 (B)(1) (page 83, Rulebook), MR 5.11 (page 84, Rulebook) and TR 3.10 (page 3, Tests Book) as follows:
GR 2.05 Publication of Rulebook and Directory The annual rulebook of U.S. Figure Skating to be published under the pro- visions of Article XX, Section 2, of the U.S. Figure Skating Bylaws, as well as the U.S. Figure Skating directory, will be published online in electronic format only, in printer-friendly format for easy download and printing by the members. Upon request of a member, a printed version of the annual rulebook and directory will be made available to the member, at a cost to the member determined by U.S. Figure Skating Headquarters.
MR 4.01 The applicant club must submit, with its application, payment of $50. Upon approval, such club shall receive an electronic copy of the current rulebook as well as general information and assistance helpful to new clubs.
MR 5.03 Dues of Individual Members and Individual Collegiate Members. B. The annual dues of individual members are $120. 1. Individual members paying $120 dues will receive a registration card, a subscription to SKATING magazine and an electronic copy of the current rulebook.
MR 5.11 Coach’s Registration. Each coaching member will pay an annual registration fee, as outlined below, in addition to the annual membership dues: A. For coach’s registration the applicant must: 1. File application at
usfsaonline.org; 2. Submit, with the application, the payment of the annual coach registration fee as outlined below: a. A fee of $40 if a coach is a current PSA member with general liability insurance through PSA; or
b. A fee of $40 if a coach submits proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate; or
c. A fee not to exceed $170 if a coach purchases general liability insurance through U.S. Figure Skating;
3. Successfully pass a background screen.
The coach’s registration fee includes the cost of the background screen and an electronic U.S. Figure Skating rulebook.
TR 3.10 U.S. Figure Skating will send complimentary electronic rulebooks and directories to test chairs upon request from their club.
Note: Headquarters will research all options for cost-effective and convenient methods of printing, including print-on-demand services.
160. REFERRED to the Board of Directors – Submitted by George Rossano, Gla- cier Falls FSC Explore and develop policies, procedures, rules and/or proposed bylaws, as appropriate, to enhance governance of the association while maintaining the annual budget approval and an annual business meeting of the Governing Council.
