ICR 10.03 The responsibilities of the Synchronized Management Subcom- mittee (SMS) are:


ICR 10.10 Subcommittee Responsibilities ICR 10.11 A. To select the U.S. Synchronized Skating Team that has the potential to win the maximum number of international medals and berths possible by strategically providing experience to qualified members of the U.S. Synchronized Skating Team, and by identifying and supporting the best qualified future prospects.


ICR 10.12 B. The relationship of U.S. Figure Skating To foster relation-


ships with the national skating associations and affiliated clubs of foreign countries as it relates to synchronized skating.


ICR 10.13 C. The approval of To approve criteria proposed and used to select international competitions in synchronized skating.


ICR 10.14 D. The approval of To approve criteria proposed and used


to select and enter member teams in all international synchronized skat- ing competitions, the World Synchronized Skating Championships and the World University Games.


ICR 10.15 E. The selection and entry of To select and enter synchronized teams to compete in the World Synchronized Skating Championships, Syn- chronized Skating Junior World Championships and the World University Games.


ICR 10.16 F. The formulation of To formulate rules, policies and proce-


dures covering the matters within its jurisdiction, and of keeping to keep said rules, policies and procedures current.

75. APPROVED – International Committee and Synchronized Management Subcommittee Amend rule ICR 10.25 (A) (page 65, Rulebook) as follows:


ICR 10.25 The SMS shall will nominate the teams to all international com- petitions. A. The U.S. World Synchronized Skating Team must include the current U.S. champion. The remaining selection (if designated) will be based upon the results of the two most recent U.S. Synchronized Skating Championships, the most recent World Championships, and all other international events and the current International Committee Ranking System placements.

76. APPROVED (as part of Exhibit C) – Membership Committee Amend rules MR 3.01 to MR 3.08 (page 81, Rulebook) as follows:


MR 3.00 Applications MR 3.01 Any club, individual, coach, school, Theatre On Ice/Teams, college or university meeting the qualifications for membership and desiring admis- sion thereto shall will file application on the appropriate forms which are available from U.S. Figure Skating Headquarters or online.


MR 3.02 Applications by Theatre On Ice/Teams, or by schools, colleges and universities for school-affiliated or collegiate club membership can be made at any time of the year and shall will be forwarded to U.S. Figure Skating Headquarters.


MR 3.03 Applications by clubs shall may be forwarded to U.S. Figure Skating Headquarters at any time of the year. For the application to be con- sidered for full club membership at the next meeting of the Governing Council, it must be postmarked no later than Dec. 31.


MR 3.04 The sectional vice chair shall will thoroughly investigate all member- ship applications from clubs. Said investigation shall will include any club using the same principal skating headquarters. The sectional vice chair shall will report a recommendation to the chair of the Membership Com- mittee for appropriate action. For the application to be considered for full club membership at the next Governing Council, the approved application must be forwarded to the chair no later than Feb. 1. A. An applicant club may be granted provisional interim membership by the chair of the Membership Committee if the application has been investigated and approved at other times of the year if so recom- mended by the sectional vice chair of the committee.


B. Provisional and full club membership will only be granted by the Governing Council at or in connection with its annual meeting.


MR 3.05 The chair of the Membership Committee shall submit recommenda- tions to the Governing Council for acceptance of applications for full club membership will report and make recommendations of such interim and provisional member clubs to the U.S. Figure Skating secretary in care of U.S. Figure Skating Headquarters by March 1. Such report and recom- mendations will be included in the notice for such the annual meeting, at which meeting of the Governing Council. The Governing Council will either accept or reject the interim clubs as provisional and the provisional clubs

as a full club members clubs.


MR 3.06 An applicant club may be granted provisional membership by the chair of the Membership Committee if the application has been investi- gated and approved at other times of the year. (moved to MR 3.04(A))


MR 3.07 Prior to the annual meeting of the Governing Council, the chair of the Membership Committee will report and make recommendations of such provisional member club to the U.S. Figure Skating secretary in care of U.S. Figure Skating Headquarters. Such report and recommendations will be included in the notice for such annual meeting, at which meeting the Governing Council will either accept or reject the club as a full club member. (incorporated with MR 3.05)


MR 3.086 Approval of full club membership is also contingent upon fulfilling education additional requirements as specified by the Membership Com- mittee.


Implementation date: Upon publication of the rulebook (~July 10, 2012)


77. APPROVED AS AMENDED – Membership Committee Amend rule MR 4.07 (page 82, Rulebook) and rule MR 6.10 (page 86, Rule- book) to read as follows:


MR 4.07 The applicant club shall have not less than 25 home club members, 10 of whom are adult members over the age of 18 years. A. Clubs unable to meet this requirement that wish to remain active may be approved at the discretion of both the appropriate sectional vice chair of the Membership Committee and the chair of the Membership Committee.


MR 6.10 Maintain a total membership of not less than 25 active home club members, at least 10 of whom are adult members over the age of 18 years. A. Clubs unable to meet this requirement that wish to remain active may be approved at the discretion of both the appropriate sectional vice chair of the Membership Committee and the chair of the Membership Committee.

78. APPROVED – Membership Committee Amend rule MR 7.01 (B) (page 86, Rulebook) to add a general statement that permission must not be unreasonably withheld.


MR 7.01 B. It shall be is an unfair practice for a member club, full or provi- sional, to conduct tests or sanctioned events such as carnivals, exhibitions, U.S. Figure Skating Basic Skills programs or competitions at the principal skating headquarters of another member club (full or provisional), without first having obtained the consent of the other member club. Such permis- sion will not be unreasonably withheld. However, if a facility usage form is not on file with U.S. Figure Skating Headquarters for the current season, permission is not required.

79. APPROVED – Membership Committee Amend rule MR 8.07 (page 87, Rulebook) to read as follows:


MR 8.07 Member clubs must submit to U.S. Figure Skating Headquarters be- tween May 1 and June 1 any time during the current registration year a list of those members not in good standing with said club. Such members will be flagged in the U.S. Figure Skating database until such financial matter has been resolved. Outstanding financial obligation is the only valid reason for submitting a member on this list.
