One solo jump (double) • Must be double Lutz Prescribed take off (same as prescribed solo jump for junior each season) (Requirement will be a double flip or double Axel for 2012-13.)

139. APPROVED – Pairs Committee and Technical Panel Committee Amend rule 5921 (C) (page 259, Rulebook) to allow U.S. Figure Skating to develop the features for the juvenile and intermediate pairs events:


5921 Technical Score – Pairs – IJS C. Levels of Elements: Technical specialists will determine the name and level of difficulty (when necessary) of elements. 1. Lifts, twist lifts, death spirals, spins and step sequences are divided into four levels depending on their difficulty. Level 1 is the easiest; Level 2 is difficult, Level 3 is more difficult; and Level 4 is the most difficult. The descriptions of charac- teristics that give an element a certain level of difficulty are published on usfigureskating.org under the “Technical Info” link. The descriptions of characteristics that give an element a certain level of difficulty for the juvenile and intermedi- ate pairs events will be reviewed by the U.S. Figure Skating Pairs Committee, announced no later than the spring Board of Directors meeting and may differ from those developed by the ISU and used for the novice, junior and senior pairs events.

147. APPROVED – Grievance Committee Add new rule GCR 3.06 (page 58, Rulebook) as follows:


GCR 3.06 Stipulated Resolution of a Grievance A. The Grievant, Respondent and the Grievance Committee chair may informally discuss the grievance and reach a resolution to the griev- ance prior to the hearing panel actually hearing the grievance. If a resolution is voluntarily reached by the Grievant and Respondent, which is approved by the Grievance Committee chair, the resolution will be submitted to the Board of Directors for their concurrence.


B. If the Grievant is U.S. Figure Skating, then the stipulated resolution of the grievance must be agreed to by the Respondent, the president of U.S. Figure Skating and the executive director of U.S. Figure Skating. The stipulated resolution of such a grievance will be submitted to the Board of Directors for its concurrence.


C. If the grievance is a combined grievance pursuant to GCR 3.03 (E), then the stipulated resolution of the grievance must be agreed to by the Respondent, the Grievant, the president of U.S. Figure Skating, the executive director of U.S. Figure Skating, the executive director of the Professional Skaters Association and the Professional Skaters Association’s Professional Standards Committee chair. The stipulated resolution of such a grievance will be submitted to the Board of Di- rectors for its concurrence.

Dance Test and Competition Judges Authorized to Judge The tests and competitions to which reference is made in the


following rules are those over which U.S. Figure Skating has jurisdiction. See JR 4.03. Dance judges are authorized to judge tests and competitions as follows except that only judges certified in the international judging system (IJS) by the Judges Committee may officiate at qualifying competition events employing the IJS.


GCR 3.03 Respondent’s Reply to Grievance Statement: B. Failure to file a Response constitutes an admission of the allegations made by the Grievant and waives the Respondent’s right to a hear- ing or appeal. After such an admission, the Grievance Committee chair determines the will recommend appropriate relief to the Board of Directors and seek their agreement. If the Board concurs, Tthe Grievance Committee chair’s decision is final, binding and may not be appealed under the bylaws and rules of U.S. Figure Skating.
