Industry trade association profile – CAAPA
THE China Association of Amusement Parks and Attractions (CAAPA) is a multi-industry, multi-area, multi-ownership national industrial organisation. It covers scientific research, design, manufacturing, marketing and education within the amusement park and attractions industry. CAAPA is a national class A association freely joined by
operating enterprises of amusement parks. It is a non-profit society agent supervised by the National Administrative Committee of State Owned Assets. The Ministry of Civil Affairs is in charge of its society registration and CAAPA is inspected and guided by these various departments. CAAPA was founded on August 1, 1987, and currently
has 420 members, including 28 “high level” standing directors and 80 directors. The organisation consists of one secretariat and five committees. The former is an institution dealing with the organisation’s daily affairs, while the latter groups include a security professional committee, technical professional committee, standardisation professional committee, amusement parks professional committee and aquatic professional committee.
CAAPA has a number of aims, which include to:
■ Abide by the constitution, rules, regulations and policy of the country.
■ Observe social morality. ■ Serve members, enterprises, government and society.
■ Promote the development of the industry and enterprises within it.
■ Directed by the relevant sectors of the government, fulfill the tasks given by the administrative departments.
■ Play the role of liaison between government and member enterprises.
■ Preserve the legal rights, interests and fair competition of members.
■ Unite all the members so as to ensure the security of guests.
The functions of CAAPA are many and its major tasks include:

■ The continued reform and development of the industry, providing suggestions for the government in order to establish a plan for reform, development and adjustment of the policy related to the industry and its technology.
■ The collection and analysis of industry statistics and the issuing of industry information, which is under the approval and authorisation of the administrative sectors of the government.
■ The research and exchange of the experiences of security management, operational management and quality control.
■ Assisting the government to organise and amend industry technical standards and to push forward the implementation of these.
■ Strengthening the inspection and evaluation of the industry.
■ Promoting fair competitiveness among member enterprises.
■ Assisting the government to carry out the quality control of the industry.
■ Assisting the government to issue the production licences for amusement machines.
■ Organising an exhibition of the industry and helping create opportunities for members to exploit the market throughout the world.
■ The promotion of information exchange. Any enterprise with a business licence relating
to scientific research, design, manufacturing and marketing within the amusement park and attractions industry can apply for membership of CAAPA. Other associations related to the amusement industry may also apply for membership. Applicants must fulfill a variety of specified requirements to be eligible to join.
CAAPA’s supreme authority and a key event during
the year is its Member Representatives Congress. The association’s day to day work is assigned by the board of directors and carried out by the secretariat. The current chairman of CAAPA is Mr. Liu Jingwang, the general manager of Beijing Shijingshan Amusement Park, who took the position of CAAPA vice- chairman in 2002 and has been chairman since 2007. In 2012, CAAPA will elect a new chairman at its Member Representatives Congress. The association’s membership is made up of 48 per
cent manufacturers, 42 per cent operators and 10 per cent designers. CAAPA presents its expos, forums, annual conferences, training courses and consultations as services for its members and provides beneficial rates on exhibition space at its annual trade show to members.
