Aylesbury Vale District Council HIGHLY COMMENDED


W


ith only three full time members of staff, 2 of which are responsible for energy, carbon and transport, waste and


planning, the council has achieved much in the past 2 years. These achievements are those directly related to those 3 members of staff…


COMMUNICATION:


Understanding that we need our people ‘Energisers’ on board in order to make a difference, we have a group of 35 voluntary officers that meet every quarter to discuss actions taken, suggest improvements and disseminate information. We have run an Intranet webcast to encourage staff to consider energy savings in the areas in which they work and to think about adaptations that may be required to their services with increasing climate change. Some 41 responses were received and all have been acted upon. A similar webcast by the Finance Director led to questions over travel that we have been heavily involved in which has produced a mileage challenge report for decisions on essential/casual/lease user allowances, carbon centric car loans, annual awards for car shares etc. We have used a green fleet review report provided for us this May from the EST along with a green travel plan adopted by members in August 2009 to factor these decisions. We are planning a webcast in September to set out hard measure achievements with members of staff and Energisers talking about some of the measures that they have been involved with. We run events for the public and in partnership with Bucks Councils, produce a pledge to reduce personal carbon footprints across the County which is promoted at www.bucksclimatechange.com


COST EFFECTIVENESS:


Successfully achieving and matching to form a Salix pot of £280,000, we have instigated measures in the past 18 months including variable speed drives, a pool cover, new boiler, flange and valve insulation, cavity insulation, Voltage Power Optimisation at two car parks together saving 456 tonnes of CO2

£100,000 annually. From work carried out by our energy consultants we are addressing our entire estate including looking at timers at all of our appropriate electrical equipment, change to HH metering at our main office to allow us to address usage and reduce cost of electricity. Producing an


asset list from which to better plan for obsolescence and plan best fit technology using Salix funding.


PARTNERSHIP: Working in partnership with our Bucks colleagues, we have together secured £320,000 in funding (£60,000 for this Council) to employ energy specialist consultants to assess all our sites and adjust TREND BEMS controls and management, deliver training, install cavity insulation, reprogramme systems, conduct a trial on office lighting and planned roll out of AMR. We were successful in securing £2.3m from the Governments Plugged in Places Programme in Feb 2010 with Milton Keynes and a further £500,000 from


SEEDA to roll out Electric Vehicle Charging points across the area (one of only 3 nationally successful bids).


Using partnership funding and from Bucks Education and Learning Partnership, Aylesbury Vale Advantage and the other Bucks LAs, we managed the County’s first ever carbon management conference at the Holiday Inn on 24 March to over 80 SME delegates with 5 professional speakers and 12 exhibitors. We rolled out a pilot bus subsidy with Arriva buses on 5 October 2009 to provide 50% discount (30% Council and 20% Arriva) on bus use to discourage car use. We are now looking at ways in which we can fund this from savings we envisage making from the mileage challenge.
